Use of Parks Facilities by political groups for meetings was subject of inquiry <br /> from Councilman Murray. /le said he had complaints that the parks department was <br /> not allowing political groups' participation in community center facilities. <br /> Ernie Drapela, assistant parks director, explained that the general operating <br /> policy was to discourage political and religious groups. They were allowed to Conun <br /> schedule the facilities but at the lowest priority, and then only if the meeting 8/13/75 <br /> was not for the express purpose of furthering an individual's own political aims. Mobile Home Study - Councilman Haws inquired about the status of the mobile home <br /> study. John Porter, planning director, explained that a report had been de- <br /> veloped by the Joint Housing Committee and referred to the Planning Commission. . <br /> However, the Comm_iss,ion had disagreed wi th several points in that report and had <br /> instructed staff to prepare additional points for Commission consideration. <br /> That staff work has been done, he said, but had not been scheduled yet because Comm <br /> of the Commi ssion' s heav..LJ hearing schedule on other issues. Process for Appointments to Boards and Commissions - Proposal was presented by <br /> Councilman Murray (copies prev,iously furnished to Council members) which would en- <br /> courage citizen participation in local government, bring about higher citizen <br /> awareness of opportunities to serve on boards and commissions, standardize appoint- <br /> ment procedure, and reduce Council time spent on appointments. /lis proposal called <br /> for official declaration of an Annual Citizen Participation Month in January, syn- <br /> chronization of appointments to occur in January, initiation of publicity campaign <br /> with regard to vacancies on boards and cOmrnUssions,creation of a citizen interest <br /> e form so that Council and the Mayor would be made aware of those people interested <br /> in serving, and division of appointments into three categories: (1) those requiring <br /> personal interview as well as review of the citizen interest forms by the full Council <br /> and Mayor, where appropriate;.
