They would <br /> have a .right of appeal if they disagree with the hearings official decision. <br /> Planning staff will still prepare staff notes, etc. <br /> Mr. Keller favors the hearings official proposal as long as Council has right <br /> of review. It makes sense to have a legally trained person who would not be <br /> poli tically invol ved. Mr. Williams feels it is appropriate to vest the <br /> apppintment authority in the City Manager. It would not seem logical to him <br /> to separate out this one appointive authority if appointment for other jobs having <br /> policy connotations are not separated out as well. <br /> Mr. Murray nvved seconded by Mrs. Beal to conceptually approve Comm <br /> Proposal No.1, as outlined by the Planning Dept. and City Attorney. 10/1/75 <br /> Motion carried, all Council members present voting aye. except Mr. Haws Approve <br /> and Mr. Bradley voting no. <br /> Mr. Murray suggested that the development of that proposal should include that <br /> the appointive authority rest with Council.
