<br />E.Department of Housing and Community Conservation - Copies of a proposal for <br />creation of a new department of Housing and Community Conservation were <br />distributed to Council members. The proposal l.ncl uded agreement betl'/een the <br />city and Eugene Renewal Agency on transfer of ERA functions to the new It <br />department plus certain other functions now financed under the Community <br />Development Act which for the most part relate to housing code enforcement <br />and projects with which the city is engaged attempting to meet housing needs. <br />The new department would focus primarily on rehabilitation and redevelopment <br />of older neighborhoods. The proposal also included provision initially for <br />transfer of personnel involved with neighborhood improvement programs in the <br />planning department to the Legal Center Building (recently purchased by the <br />city) and final incorporation of ERA personnel into the city operation. <br />Manager continued that cz'eation .of the new department would occur about <br />June 1, 1976, and be tin~d to coincide with timing for financing of ERA <br />programs and closing out of projects with the Federal government (HUD) . The <br />proposal has been approved by the ERA board. Council approval of the concept <br />of the proposal ~/as requested. Manager added that he had just received <br />information that tlw city would be eligible for $1,009,000 in Co:r.munity <br />Development llct funds for 1976-.77 uiJon appropriate application. Formal <br />notification would be received later, he said. <br />Councilman Murray asked whether the proposed agreement was completely <br />consistent with earlier decisions about ERA and responsibility of the <br />Housing and Community Development COmmUssion. Manager answered that <br />the proposal had been reviewed with the ERA staff and Board and so far <br />as was known the agreement was completely consistent in that regard. <br /> Mr. Murray moved seconded by Nr. Williams to conceptually approve Comm e <br /> the proposal as presented. Motion carried unanimously. 11/5/75 <br /> Approve <br />F.Acquisition, Legal Center Building, 858 Pearl Street - Manager announced Corom <br />final authorization given by the Council in a special ses~ion prior to 11/5/75 <br />this meeting for acquisition of .the Legal Center Building for $294,298.85. Approve <br />Councilman Bradley entered the meeting. <br />G.Planning Fees Schedule, Proposed Increase - Copies of memo dated October 27, <br />1975, from Assistant Planning Director were previously distributed to Council. <br />The.m~~ included schedule of existing fees for applications for various planning <br />actLvLtLes (zone change, conditional use permits, site review, variances, PUDs, <br />~ubdivisions, etc.), including perce~tage costs and proposed fee. The.proposed <br />Lncrease would amount to about 20%. <br />Councilwoman Beal was dubious about a policy which would cut down on the cost <br />of new housing, making residents of older housing pay for the cost of planning. <br />She said she would like to move to approve the proposed changes but that she would <br />also like to refer .the entire fee schedule issue to the Budget COmmUttee <br />subcommUttee on revenues. <br />Mrs. . Bea1 moved seconded by Mr. Murray to approve the increased costs Corom <br /> as presented and authorize preparation of a resolution for Council 11/5/75 <br />adoption. Approve e <br />Councilman Haws wondered why only a 20% increase was being proposed when it was <br />indicated that the average increase in cost of processing applications was <br />23%.
