If that council <br /> is responsible for providing an overview, possibly some structural changes would <br /> need to be made. e <br /> Mr. Murray explained that, at the time the Human Rights Council was proposed <br /> and guidelines set out, it did not specify there would be a youth rights <br /> commission. Rather, it mentioned a youth advocacy group. That type of wording <br /> keeps the options open. Field Burning Program - Mayor Anderson stated it'has become evident to those <br /> concerned about the problems created from field burning that the program is <br /> going too slowly. Before the Trade and Economic Committee November 18, the <br /> field burning committee made a presentation indicating the budget for that <br /> committee will be down approximately one-third this year since only 181,000 <br /> acres were burned as against the predicted 234,000. A presentation will be <br /> made before the Emergency Board November 20 to hopefully secure Emergency <br /> Board funds. It is evident, said Mayor Anderson, that technical expertise <br /> as well as financial support will be needed to meet the challenges ahead. <br /> In that regard, he has spoken with field burning lobbyist Maradel Gale <br /> . and a meeting will be held December 4 at 7: 30 p.m. ,.at the Eugene Hospi tal Comm <br /> and "Clinic. 11-19-75 <br /> file <br /> ,It was noted that the Budget Committee also will be meeting on that night. <br /> M. Street Trees Committee Report - Mrs. Shirey reported it is the feeling of the <br /> committee and staff that, due to the tremendous volume of work to be done, a - <br /> concentrated effort is needed to draft the street trees ordinance, with <br /> meetings hopefully to be held at least once a week. League of Oregon Cities Convention .Report - Mr. Haws reported that the November <br /> 16-18 League convention program was excellent, both as to speakers and <br /> workshops. Mayor Anderson commented it was the best we convention he has Comm <br /> ever attended. If Council would concur, he would send a letter to Don Jones 11-19-75 <br /> at the League expressing the feelings of the Eugene delegation as to the file <br /> excellence of the convention. Mayor Anderson also noted that Eugene received <br /> O. a traffic safety award for cities in its population bracket. Mr. Haws <br /> commended the two Eugene speakers at the convention - Betty Niven and Gary Comm <br /> Chenkin. Manager commended Councilman Williams for serving with great 11-19-75 <br /> distinction as League President in introducing speakers and handling the file <br /> sessions. He explained too that there were four 'items of major concern <br /> discussed at the convention, with revimuesharing heading, the List. <br /> There was discussion also regarding the LcDC,'with the League Resolutions <br /> Committee and Board deciding it shouid be supported but reformed in <br /> various ways. In addition, there was deep concern regardi ng labor, <br /> relations and regarding community growth control. <br /> Comm <br /> p.
