Authorization was requested under that code provi- <br />sion, he said, to defer projected assessments against nine properties for construction <br />of sanitary sewer in the Skyline Loop area. Estimated total amount of the assessments <br />was $41,124.00 for serving a 342,700 square foot area. Construction is now to the point where lines have to <br />go through large parcels of undeveloped private property in quite hilly terrain where <br />the owners are not willing to grant easements and at the same time face large assess- <br />ments. Public works recommendation was to defer those assessments until the prop- <br />erty was developed and connections to the sewer made. <br /> <br />Mr. Keller moved second by Mr. Haws to authorize deferral of assess- <br />ments as recommended. Motion carried, all Council members present <br />voting aye, except Councilman Murray abstaining. <br /> <br />Comm <br />3/17/76 <br />Approve <br /> <br />Councilman Murray noted his intent to abstain from voting on this item. <br /> <br />H. Improvement of Wil1amette Street from 40th Avenue to 500 feet south of Coachman Drive <br />. Memo from public works department outlining the proposed improvement and record of <br />meeting with neighborhood groups were distributed to Council members with agenda. <br />Staff suggested setting public hearing for the April 12 Council meeting. <br /> <br />Mr. Keller moved second by Mr. Williams to schedule public hearing <br />on the proposed improvement for the April 12 Council meeting. <br /> <br />e <br /> <br />Comm <br />3/17/76 <br />Approve <br />Councilman Haws wondered if setting a public hearing at this point would be a devia- <br />tion, whether recommending a public hearing was because of anticipated opposition. <br />If it was, he wondered if the theory now would be to hold public hearings at this <br />point in the process whenever there was opposition.
