<br />works director, explained that"this -project was now to the point where the Council <br />needs to decide whether to proceed with the final design and call bids for award <br />of contract. The Council has the option to make that decision without a public <br />hearing, ~e said, but he advised that the people in the South willamette area have ~ <br />the understanding that a public hearing would be held first. Mr. Gilman added <br />that should the Council decide not to go ahead with improvement, staff would prefer <br />knowing that at this point before spending more time and money on design work. By <br />going through a public hearing with the property owners now, he said, the Council <br />would hav~ a better basis for determining whether the improvement as proposed <br />should proceed. <br /> <br />Manager asked if public works staff would anticipate delegations from the neighbor- <br />hoods at the Council meeting if the improvement project was an item on the consent <br />calendar for approval. Mr. Gilman thought the property owners would not come back <br />to the Council until the public hearing was held on contract award, after the design <br />had been finalized and bids called. The public hearing proposed at this time, he <br />said, was: just another step to determine ahead of time whether the Council wished <br />to proceed.
