Maurice Mitchell, assistant finance director, said the proper- <br />ties were appraised before bids were called, and that the bids received were in <br />line with fair market values. <br /> <br />Councilman Murray asked what other city-owned property remained to be sold. He noted <br />that land-bank money had been set aside for the purpose of acquiring sites for re- <br />locating existing homes which might be affected by other community development projects. <br />He wondered if it was advisable to dispose of city-owned property when it might be <br />used for other housing. Mr. Mitchell advised that there were three lots left in this <br />foreclosure group but all were of questionable value as building sites because of <br />their location on a very steep slope. Manager said the finance director had reported <br />that the lots on which bids were received were also difficult building sites. Some <br />system of referral to the HCC staff should be established, he said, to consider the <br />possibility of using foreclosed properties for land bank purposes. However it was <br />pointed out that disposal of such properties was governed by strict charter provi- <br />sions which would require HCC to submi t bids. Assistant Manager explained also the <br />requirement for a redemption period to give owners an opportunity to reclaim prop- <br />erties should they wish to do so. And the HCC would have to reimburse the Bancroft <br />fund the amount of the unpaid assessments for the improvements in order to maintain <br />the bonds. That could amount to less than market value, he said. He noted that <br />lists of foreclosed properties are now referred to the parks department before going <br />to bid so the same type of referral could be established for the HCC. He added that <br />a sizeable group of properties would be coming up for foreclosure this fall. John <br />Porter, planning director, explained that the list of properties presented and being <br />sold now were located in a subdivision noted for earth slippage, on very steep ter- <br />rain, so that moving houses onto them would be very difficult and could increase <br />the cost of construction by $4,000 to $6,000. <br /> <br />Vote was taken on the motion to authorize sale of the properties as <br />Presented. Motion carried unanimously. <br /> <br />J. First Annual Review, Eugene Bikeway Master Plan - Ruth Bascom, chairman of the <br />Eugene Bicycle Committee, explained that the only significant changes in the Master <br />Plan as a result of this first annual review were the addition of a route along the <br />West side of the Belt Line in the Bethel area and the deletion of the proposed <br />facility along West 11th Avenue. An alternative route is to be developed along <br />the Amazon Channel which would have paralleled the West 11th facility. Both the <br />Planning Commission and Eugene Bicycle COrnmQttee recommended approval of the review. <br /> <br />Mr. Keller moved second by Mr. Williams to adopt the Bikeway Master <br />Plan changes as presented. Motion carried unanimoUSly. <br /> <br />Comm <br />3/17/76 <br />Approve <br /> <br />K.Amendment, Oregon Transportation Plan - Copies of memo were previously distributed <br />to Council members from the Airport Commission objecting to a portion of proposed <br />amendment to the Oregon Transportation Plan. The memo also stated the Commission's <br />position in opposition to the assumption with regard to public transportation be- <br />L.~een cities. That assumption stated was that the level of commercial air service <br />s~ould be limited to increased commuter air service between selected city pairs. <br /> <br />Bob Shelby, airport manager, explained that the basic issue was whether the Oregon <br />Transportation Department staff should be proceeding on the stated assumption in <br />face of Oregon Aviation System Plan and the Oregon Commuter Air Service Project Re- <br />port, both officially adopted by the Oregon Transportation Commission to provide for <br />orderly growth of air transportation. He said the Eugene Airport Commission was <br />suggesting that the already adopted plans should be woven into the overall state <br />transportation plan rather than having a presentation of conflicting assumptions. <br /> <br />ISf <br /> <br />3/22/76 - 17 <br />
