Reconsideration of Abatement, 1442 Pearl Street - Merro from Public Works <br />Department and letters requesting stay of::abatement authorization have been <br />distributed to Council. Manager noted Mr. Tom Link has expressed interest in <br />purchasing and will be refurbishing the outside by April 20, the inside by <br />January 1, 1977. <br /> <br />M.ick Nolte, Building Inspection Superintendent, said that, subsequent to Council <br />action to abate the property, Mr. Link has rehabilitated the house next <br />door to the property in question and has been quite successful in that <br />effort . <br /> <br />Mr. Murray spoke strongly in favor of allowing an extension of abatement <br />proceedings. He has seen work done by Mr. Link and feels the work is <br />highly satisfactory. <br /> <br />Manager noted that action suggested if extension is desired would be to <br />change the abatement resolution to provide for rehabilitation and bringing <br />the property up to code, also requiring completion in 180 days' time. Mr. <br />Nolte recommends the time limit be included. <br /> <br />e <br /> <br />Mr. Haws moved seconded by Mrs. Beal to authorize staff to prepare, <br />for action at the April 12 Council meeting, an amendment to the <br />abatement resolution as suggested. Motion carried unanimously. <br /> <br />-- -- ----------- ---.- <br />L. In-ter-Agency Rape- Team - Mrs. BeaTreferred to LeOe Director Doug Halley's <br />reply to Mayor Anderson's letter to him expressing Council concern for.. <br />continuation of the Inter-Agency Rape Team. Mr. Halley's letter explained <br />t~at the Technical Advisory Comndttee had declined to hear a delegation from <br />the Eugene Women's Commission supporting the Team continuation. Mrs. Beal <br />feels Council should request further information from LCOO concerning the <br />decision and, at the same, reiterate its concern. <br /> <br />Comm <br />3/31/76 <br />Approve <br /> <br />Mayor Anderson felt perhaps another request could be made to LeOG to hear <br />a delegation from the Women's Commission and Council. <br /> <br />Mrs. Beal moved seconded by Mr. Murray that the City of Eugene <br />request the LCoe Board to place consideration of the Rape Team <br />on its next agenda and, at that time, listen to a presentation <br />by the WOmen's Commission to the full LeOe Board. <br /> <br />Comm <br />4/7 /76 <br />Approve <br /> <br />selinda Grier, Women's COmuUssion, stated they had met with the LCOG <br />Citizens Advisory Committee. There was no quorum at that meeting, but the <br />CdImJi ttee members present seemed generally supporti ve though they fel t any <br />action was not within their Jurisdiction. <br /> <br />Manager thought that, in addition, it might prove successful to refer the <br />ma~ter back to the TAC requesting them to hear a presentation. <br /> <br />Mr~ Williams noted that the LCoe letter defines no reasons behind the <br />TAC action. If their reasons were proper and sound, he would question <br />whether the Board should be asked to reconsider. <br /> <br />e <br /> <br />Mayor Anderson, however, views the letter as rather inadequate. Since the <br />di,rect line of communication would rightly be with the Leoe Board, he feels <br />that body should be requested to re-examine the matter, bringing in the TAC <br />if they wiSh to do so. <br /> <br />Vote was taken on the motion which carried unanirrously. <br /> <br />I" <br /> <br />4/12/76 - 23 <br />
