Historically, <br /> when the room tax amendment was approved, the council at that time decided that a <br /> committee should draw up allocation guidelines, the criteria being to bring tourists <br /> to a culturally and recreationally attractive city. He stressed that the city lacks e <br /> authority to act for the benefit of organizations. Any actions are to be for the <br /> benefit of the public, and allocations should be made with that purpose in mind. <br /> Mrs. Beal f~els an obligation to provide the Chamber convention bureau with funds, <br /> since it cl~arly promotes tourism. <br /> Mr. Hamel agreed, but Mr. Haws disagreed, feeling no obligation to fund any <br /> traditionally funded organizations. <br /> Mr. Murray ~llOuld support funding for Chamber tourist facili ties, as well as the <br /> symphony associations, historic preservation and parks land acquisition programs. <br /> Mr. Keller commented that the problem really is deciding on the process for <br /> allocations, not the allocations themselves. <br /> Assistant city Manager relayed the staff's frustration over applicants often <br /> modifying their words and giving a different perspective to Council when appealing <br /> a decision of the room tax committee. The appeal technique may need to be studied, <br /> he said. Comm <br /> 7/28/76 <br /> Mrs. Beal moved seconded by Mr. Murray that the Council President Approve <br /> appoint a subcommittee of the Council to bring back changes in the <br /> allocation procedures and priorities. Motion carried unanimously. <br /> B. Segregation of Assessments - between Happy Lane and Fir Acres Drive - - <br /> Camerer/Platz (SE 76-6). <br /> Comm <br /> Mr. Haws moved seconded by Mr. Murray to approve the segregation. 7/28/76 <br /> Motion carried unanimously. Approve <br /> C. Conveying City Properties to Abutting Property Owners ~ SCS Channel Project, <br /> West of Norkenzie Road, north and south of Flintridge. Map has been distributed <br /> to Council members with memo from Public Works explaining the properties were <br /> deeded for the SCS easement without cost to the city; owners of abutting properties <br /> agree to the conveyance as proposed. Comm <br /> Mr. Haws moved seconded by Mr. Hamel to authq:rize the City Manager to 7/28/76 <br /> sign appropriate documents conveying the properties. Motion carried Approve <br /> unanimously. <br /> - <br /> D. Lane County Proposed Process for Creating New Development Centers - Planning <br /> Director report of July 14 has been distributed to Council. Both the County and <br /> City Planning staffs have concernS. The matter is being referred to the County <br /> commissioners "today" and Council input is desired so that City staff may <br /> communicate with the Commissioners. <br /> Planning Director John Porter explained that both planning commissions wish to <br /> request the county commissioners to delay action until important questions are <br /> answered. Clarification is sought of the defini tion of "new development center", <br /> and the coun'ty is responsive to developing a better definition. The second concern . <br /> is that, if new development centers occur close to the urban area, they could be <br /> construed to be in conflict with the 1990 Plan regarding compact urban growth <br /> form and establishment of satellite full-service facilities. The third <br /> concern is tHe inequity in taxing that may exist with development centers <br /> outside the incorporated areas. <br /> 819/76 - 18 l.fO'1 <br />
