Manager noted receipt of an appeal from <br /> the Center for Performing Arts with regard to the room tax committee <br /> recommendation for denial of their application. <br /> Mr. Murray referred to Council's earlier decision to deny the request of the <br /> Community Center for the Performing Arts in the old WOW Hall. He said his <br /> remarks at that time were construed by some to mean that he favored tearing <br /> down the WOW Hall. He clarified that, as part of the Downtown Westside Study, <br /> the City may want to explore with the center the possibility of financial <br /> assistance to preserve them in that environment. <br /> Comm <br /> Mrs. Beal moved seconded by Mr. Hamel that the city reaffirm its 7/28/76 <br /> action in regard to those organizations recommended for denial by the Approve <br /> Room Tax Committee: Eugene Junior Symphony, Bicycle Maps-Public Works, <br /> Community Center for the Performing Arts, Northwest Review, Paint-A-Plug <br /> and Musicians Mutual. Motion carried, all council members present voting <br /> aye except Mr. Murray voting no and Mr. Haws abstaining. <br /> e In regard to the Cooperative Science Museum, a representative noted that Senator <br /> Hatfield's office has announced approval of a $153,000 EDA grant at Alton Baker <br /> Park for the planetarium. <br /> Mr. Murray moved seconded by Mr. Hamel to approve .allocations at the <br /> level recommended by the Room Tax Committee for: Eugene Symphony, Lane <br /> Regional Arts Council, Schola Cantorum, High School Forensics <br /> Tournament, Oregon Wrestling Club, Chamber Music Series, and Cooperative <br /> Science Museum Commission. <br /> It was noted that approximately $4800 would then remain. <br /> Mrs. Beal moved to amend the motion to add $4000 to the Eugene Symphony <br /> Association allocation. Motion died for lack of a second. <br /> Vote was taken on the main motion which carried, all council members present <br /> voting aye except Mr. Haws abstaining. <br /> Jim williams of the Center for the Performing Arts said he was under the impression <br /> that Council would be receiving testimony and reviewing all proposals again. Mr. <br /> Keller apologized for the misunderstanding, noting that the action taken was to <br /> review all Room Tax Committee recommendations but not necessarily involve the <br /> applicants. <br /> Mr. Haws noted his intent to abstain from voting on this item. <br /> e F. ~roposed Gar~age Rate Increase - Resolution distributed to Council listing changes <br /> ~n garbage p~ckup rates recommended by the Garbage Board. According to City <br /> Auditor Greg Klimko, adjustments ropresent a 10 percent increase.
