Public Hearing Materials - Mr. Haws requested future discussion on whether <br /> to set deadlines for submission of material for public hearings by those Comm <br /> wishing to make presentations to Council. 9/22/76 <br /> Affirm <br /> P. U of 0 Campus Trees Project - Mrs. Shirey has conversed with a Ms. Genne <br /> Lemman who is heading a project to bring 200 trees to the U of 0 campus <br /> as a Bicentennial project. The trees are from allover the world, including <br /> a tree from a seed that went to the moon. She wonders if Council would like <br /> Ms. Lernman to make a presentation on the project. Cornm <br /> It was understood a presentation would be scheduled for a 9/22/76 <br /> Affirm <br /> future Committee meeting. <br /> Q. City-County Social Services Fund - Assistant Manager announced that, because <br /> of the resignation of a full-time social services program manager at the <br /> county, Ani ta Larsen will transfer to the county to fill the vacancy. Ms. <br /> Larsen is currently working for the city and part of her job is serving as <br /> half-time liaison to the county in the social services area. Assistant <br /> Manager feels Ms. Larsen is sensitive to the problems of the city and there <br /> can be a good understanding with the county that will no longer require a <br /> staff person to remain at the city. <br /> Mrs. Shirey said that Ms. Larsen was most helpful as a staff person working <br /> wi th the social services advisory corruni ttee. She would like that staff <br /> assistance to continue. <br /> e In answer to a question from Mrs. Beal about turning over the responsibility <br /> to the county, Assistant Manager said the city will retain management and policy <br /> controls through the subcommittee of the budget corrunittee. Mrs. Beal fel t <br /> the social services program has "gotten away from us" and she feels it should <br /> be a concern of the neighborhood groups. She is dissatisfied with the <br /> delivery of services on the county level. Assistant Manager noted a strong <br /> connection between the city and county; the priority of how the money is <br /> allocated, he said, is a budget subcorrunittee item with the city having the <br /> majori ty vote. He added the problems are not so much at the policy level <br /> but rather with the day-to-day operation of grants to see if they are <br /> producing. <br /> Mrs. Beal feels the entire joint social services program should be <br /> discussed at a subsequent Corrunittee meeting and she wants to also <br /> look at the possibility of involving neighborhood groups. <br /> Mayor Anderson commented that an evaluation process seems necessary before <br /> any changes are suggested. Budget Amendment - Parks Bond Measure - In connection wi th the Parks serial <br /> levy , the budget must be re-adopted with provision for spending the serial <br /> levy funds no later than October 18. <br /> - Comm <br /> It was understood the Council would be polled for a 7:30 p.m. 10/6/76 <br /> October 18 Council meeting to re-adopt the 1976-77 budget as Affirm <br /> modified. <br /> Lf~' 10/11/76 - 21 <br />
