The city has not been in the social service delivery <br /> kind of function, he said. <br /> Manager responded that the city would be working with the <br /> county. He also felt it would be appropriate for the Joint <br /> Housing Committee to deal with the matter. Mr. Williams <br /> said that the Joint Housing Committee has operated under <br /> the assumption that their role is to work toward the pro- <br /> duction of new housing and in areas of dispersal in at- Affirm <br /> tempting to subsidize housing. <br /> Vote was taken on the motion which carried unanimously. <br /> C. Neighborhood Refinement Plans--At Mr. Murray's request, <br /> staff will provide Council with a list of the neighborhood <br /> refinement plans currently under way and when Council can Affi rm <br /> reasonably expect to see them. <br /> D. Blayney Recommendation Re: Maximizing Residential Land Use-- <br /> Mr. Murray noted that the Planning Commission has postponed <br /> immediate action on zone changes in the Westside area near <br /> downtown to explore zoning ordinance changes. He is concerned <br /> with the length of time it will take to accomplish that task <br /> and how much housing will be lost in the meantime. e <br />'--- It was understood that staff would bring a report Affirm <br /> back to Council on the matter. <br /> E. Water Extension Policies--Mr. Murray wondered about instructing <br /> the Council representative on the Plan Policy Committee to move <br /> quickly toward stricter controls and standards on the water <br /> extension policy, in light of recent litigation. <br /> At Manager's request, discussion of that matter Affirm <br /> will be delayed until the November 24 committee <br /> meeting. <br /> F. City-County Pedestrian Bridge--Mr. Haws feels that the new <br /> City-County pedestrian bridge is ugly and distasteful and <br /> wonders if any more finishing touches will be added.
