<br />There was some discussion as to whether February 21 was a holiday <br />for County and State employees. <br /> <br />( <br /> <br />Mr. Bradley moved seconded by Mr. Haws to amend the motion <br />to set the hearing for February 22, 1977. Motion failed, <br />Council members Haws and Bradley voting aye and Council members <br />Delay, Smith, Obie, Williams, Lieuallen, and Hamel voting no. <br /> <br />. <br /> <br />Vote was taken on the original motion which carried unanimously. <br /> <br />, <br /> <br />Mr. Haws moved seconded by Mr. Hamel that a public hearing <br />be scheduled for February 21, 1977, at 7:30 p.m. for the 1977-78 <br />Community Development Block Grant Application. Motion carried <br />unanimously. <br /> <br />V. Policy relating to referral of Joint Housing Committee housing <br />proposals to neighborhood organizations <br /> <br />Memo of January 3 from Mrs. Betty Niven has been distributed to the <br />Council. It refers to a statement from the Neighborhood Organization <br />Recognition Policy which says: "Neighborhood organizations shall be <br />notified of all proposed changes in City policies, projects, service, <br />and activities having a significant effect on their neighborhoods--- <br />in ample time to allow participation in decision-making process." <br /> <br />( <br /> <br />In that regard, the Joint Housing Committee is requesting the City <br />Council to consider the extent to which that statement does or does <br />not imply an extended period of time in which to examine proposals. <br /> <br />Priorities must be established so that neighborhoods, developers, and <br />the Joint Housing Committee know where they stand. To involve more <br />and more people in the review process will cause serious delays in <br />getting housing produced. <br /> <br />It was understood that the matter would be discussed at the January 17 <br />Joint Council-Planning Commission meeting. <br /> <br />Mr. Porter indicated that the general outline in the meeting will be <br />a presentation by staff on the problems, questions by Council and. <br />Planning Commissioners and, if time, questions by neighborhood groups. <br /> <br />Mr. Delay felt it would be worthwhile to distribute Mrs. Niven's memo <br />to neighborhood groups prior to the January 17 meeting. <br /> <br />.'
