Concern over processing of permits, etc.--Mr. Obie referred to Mr. <br />Williams' recent comments about the time involved and the complexities <br />of processing building permits, easement dedications, etc. He thought <br />it was more a city problem created by ordinance than a staff problem. <br />Mr. Hamel said he also had some complaints about the lengthy process <br />and felt some clarification would be in order. <br /> <br />Mr. Williams said the increased complexity of procedures has dramati- <br />cally slowed the rate by which people can accomplish anything and he <br />wondered how much would be missed and what significance it would have <br />if the process were streamlined. <br /> <br />Mr. Haws also indicated he had received some complaints, and requested <br />a report from the Planning Department on streamlining possibilities. <br /> <br />Manager responded that the staff is now involved in an ambitious <br />study in coopertion with the state, to enumerate at least all permits <br />issued. He said perhaps that analysis could be provided to Council <br />members. <br /> <br />Mr. Allen, Public Works Director, cautioned the Council that his <br />procedures are open to scrutiny, since many permits are processed <br />under contract to the state. He said he felt the processes were being <br />handled more efficiently at the local level than if handled by the <br />state. Of course, he said, the processes meet pressures at the point <br />of contact. He said he would be willing to discuss concerns with staff <br />and Council. <br /> <br />Mrs. Smith asked if streamlining ideas had been discussed with archi- <br />tects and home builders. Mr. Allen replied they met frequently, but <br />with no real solutions. <br /> <br />Planning Director indicated he would be glad to provide an outline <br />of the processes followed to the City Manager. <br /> <br />Mr. Obie indicated he wanted to study the problem further and get <br />staff input rather than have the staff prepare a report. He would <br />come back to Council with either a motion, which would include a <br />comprehensive study, or a report that nothing should be changed <br />procedurally. <br /> <br />B. Metropolitan Plan Policy Committee--Mr. Bradley gave a status report, <br />indicating the Committee was completing Phase I, identifying substan- <br />tive issues to be addressed in Phase II. He indicated the Planning <br />Department will be mailing a packet of materials to the Council ex- <br />plaining the issues and asking for feedback and direction to Mr. <br />Bradley. <br /> <br />57 <br /> <br />1/?A/77 _ ?l <br />
