<br />Mr. Bradley moved, seconded by Mr. Haws, that the applicant <br />be allowed to rebut the statement by the Police Department <br />representative. Motion carried unanimously. <br /> <br />Mr. Niederauer indicated that the statements made by Sergeant <br />Smith were false, that he had been working for one and a half <br />years on his checks, and that he had been making restitution <br />before he was arrested on the vast majority of the bad checks. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to uphold the denial <br />of the Police Department for a 1976-77 commercial solicitor's <br />license. <br /> <br />e <br /> <br />Mr. Lieuallen indicated he did not like the process of what was <br />happening. He said he did not feel qualified to make such decisions, <br />, and said he was uncomfortable in being put in a position of being <br />a judge. Mayor Keller indicated that the process itself is being <br />looked into. Manager said that the several possibilities were being <br />assessed; that perhaps a hearings panel could be set up; a hearings <br />officer could hear such proposals, denials, and appeals, and that <br />in a few weeks, the Council would be presented with these proposed <br />changes. Mr. Haws indicated he felt that the individual has a right <br />to rehabilitate himself, and yet he was concerned over public <br />security in this particular situation; therefore, he was going to <br />support the motion with the idea that the applicant could reapply <br />and submit new information at a later date. <br /> <br />Vote was taken on the motion which passed with all members <br />present voting aye, except Mr. Bradley voting no. <br /> <br />e <br /> <br />III-A-2 <br /> <br />K. Bids <br />~Parks--purchase of trees for South University Neighborhood <br />Association and planting trees for West University Neighbor- <br />hood Association and Westside Neighborhood Quality Project. <br />Tabulation distributed to Council. . <br /> <br />Public hearing was opened, with no testimony presented. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to accept the low bid <br />and award the contract to Washburn Landscaping Company. Motion <br />carried unanimously. <br /> <br />III-A-2 <br /> <br />2. Public Works bid for storm sewer--tabulation distributed to <br />Council. Manager indicated this was for a storm sewer on Pioneer <br />eourt from Turnbull Lane north. Mr. Allen said that a formal <br />bid procedure had been followed. <br /> <br />Public hearing was opened with no testimony presented. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to accept the low bid <br />and award the contract to Wilson and Hill Company.
