Meetings Scheduled--Mayor Keller indicated that conflicts in <br />schedule required rescheduling of meetings so that all could <br />attend. After some discussion, it was decided to stick to the <br />original schedule: Legislative Subcommittee will meet at twelve <br />noon on Thursday; the Room Tax Allocation subsubcommittee will <br />meet at 2:00 p.m. on Thursday. <br /> <br />File <br /> <br />B. Joint Sewer program--Manager indicated that the Springfield <br />City Council had taken action on the joint sewer program, <br />moving toward the position of the Eugene City Council. The <br />Springfield City Council had asked the Eugene City Council <br />members and Lane County Commissioners to meet with the Sewer <br />Commission at 7:00 a.m., Tuesday, February I, in the L-COG <br />conference room with the objective being to settle differences, <br />if possible, and bring the matter to a conclusion. <br /> <br />e <br /> <br />Mr. Don Allen, Public Works Director, indicated his staff will <br />provide the Council with an agenda of items prior to the meeting. <br />The main issue will be to consider amendments to the present <br />contract. He indicated his staff has no recommendation for <br />amendments; that a meeting of the Metropolitan Sewery Advisory <br />Commission will be held after the Joint-Council meeting; that <br />the Commission will have a month in which to make decisions on <br />any proposed amendments. He indicated that, although the staff <br />has no amendments to make the Council members will be briefed <br />prior to the meeting and he will be making recommendations for <br />the City Council to consider. <br /> <br />e <br /> <br />Some discussion was held by Council members as to the value of <br />the entire City Council having to meet with the Springfield <br />City Council over this issue. Several Council members indicated <br />they would be willing to grant proxy votes to Mayor Keller as <br />their representative. Councilman Bradley indicated he opposed <br />such a position as he felt it is not the most fair and most <br />open way to reach decisions and he favors total representation <br />by the Council at this meeting. He indicated that, since the <br />Springfield City Council had invited the entire Eugene City <br />Council, by lack of attendance, the City Council of Spring- <br />field might be affronted.
