Councilman Williams <br />indicated that he views his primary responsibility to be to <br />the people of his ward in Eugene, that he is not familiar <br />enough with the complex issues involved and that, since Mayor <br />Keller has been involved in the workings of the committee for <br />over four years, he would be better informed; thus Councilman <br />Williams would better serve the people in his ward by givng his <br />proxy to Mayor Keller. Councilman Bradley indicated he felt it <br />was a responsibility of all City Council members to be knowledge- <br />able about all the processes on issues coming before the Council. <br />Mayor Keller indicated that the Sewer Commission must have <br />final approval of the Council for this contract anyway. He <br />recommended that the Manager relay the message that as many <br />City Council people as possible will be present. <br /> <br />e <br /> <br />C. <br /> <br />Citizens Opinion Survey--Memo distributed by Mrs. Rutter. Two <br />considerations were noted: 1) the opinion survey will not be <br />going through Oregon Research Institute but will be conducted <br />an inter-disciplinary team from the U of 0, which will be far <br />less expensive; and 2) The purpose would be better served by <br />conducting the project in the late Fall, closer to formulation <br />of department budgets. <br /> <br />by <br /> <br />D. <br /> <br />Mayor Les Anderson's Party--Manager indicated that Mrs. Rutter <br />had tickets available for any Councilor other people to <br />purchase. <br /> <br />e <br /> <br />E. <br /> <br />Valley River Pedestrian/Bicycle Bridge--Don Allen of Public <br />Works Department explained the type of design for the parti- <br />cular bridge selected was a box girder-type bridge, this <br />being the cheapest one under consideration with the cost <br />being $365,000. This cost does not include the $45,000 for <br />the design and supervision of the contract. He indicated this <br />was merely an information report to the Council for them to <br />critique the selection of the design. The time schedule indi- <br />cates that the construction of the bridge would start this <br />summer. <br /> <br />Councilman Lieuallen asked where the site of this partic- <br />ular bridge will be to which Mr. Allen replied in the vicinity <br />of where N. Polk Street Street hits the Willamette River. Mr. <br />Lieuallen was concerned as to whether the access to the bridge <br />had been figured out. Mr. Allen indicated that his staff is now <br />working out routing designs and those decisions will be made at <br />a later date. Mr. Williams asked if any substantial changes in <br />design would be brought back to the Council for consideration, <br />to which Mr. Allen replied yes.
