<br />He felt other groups and commissions should be allowed to testify <br />with an exclaimer if the position of testimony was in opposition to <br />City Council's position. In that way it would allow free exercise <br />of opinions on various manners. <br /> <br />Mr. Haws requested the staff to prepare an amendment to the reso- <br />lution to be submitted at a public hearing. Mayor Keller indicated <br />that such an amendment would be in order but that it would be <br />Councilman Haws' responsibility to prepare such an amendment. <br /> <br />Mr. Haws moved seconded by Mr. Hamel to set public hearing <br />for February 14, 1977. Motion passed unanimously. <br /> <br />Manager noted staff would distribute such an amendment to Council <br />if it were prepared by Mr. Haws. <br /> <br />File <br /> <br />IX. Local Information Program re: State Revenue Sharing Legislation <br />Manager indicated a report had been distributed to the Council. <br />He said staff had been working in connection with the League in <br />regard to state revenue sharing positions and that if the City of <br />Eugene is to get additional revenue it is going to have to come <br />through revenue sharing. He indicated there were two plans before <br />the legislature now, both providing essential monies to the City of <br />Eugene. He encouraged the formulation of a committee, perhaps <br />composed of representative organizations in the City, Chamber of <br />Commerce people, neighborhood organization representatives, budget <br />committee people, or even ex-budget committee people. He indicated <br />informational data would be prepared for the Council on the history <br />of budgeting of the city, population census, the positions eliminated <br />in budgets, program cutbacks, city efforts to raise monies, and any <br />actual impacts on property taxes which have occurred. <br /> <br />Councilman Delay requested that comparable figures of increases <br />in costs be compiled from the State, District 4J from the County, <br />etc. <br /> <br />Mayor Keller indicated to Council that this was a very important <br />task and it was going to be the Council's responsiblity to sell <br />the program to the legislature in order to develop the program <br />of revenue sharing for Eugene. It will also be necessary to get <br />support from the people in the community; thus, talks will have <br />to be scheduled before various groups and a super-sales job will <br />have to be done. Mr. Lieuallen indicated he felt it was very <br />necessary that the Council deal with some of the criticisms which <br />were voiced at the January 20 meeting with the legislative members, <br />including money earmarked for what purposes, revenue sharing for <br />small towns versus large metropolitan areas, what strings would be <br />attached to the revenue sharing, etc. <br /> <br />Approve <br /> <br />x.
