<br />not a Mayor decision. He favored naming three City Council members <br />on an interim basis and then ask for applications from the public <br />and perhaps schedule interviews of those interested. The Manager <br />indicated that the staff would like to see Mr. Westling reappointed. <br />Mr. Delay indicated he felt this was a very important Commission and <br />would be an ongoing future body providing basic services for the <br />community. His feeling was that Mr. Westling would be a good member, <br />one Council person should be appointed, with perhaps interviewing of <br />a citizen from the community for the third member. <br /> <br />. <br /> <br />After considerable discussion as to whether the Mayor or the Council <br />should appoint the members to the Commission, Assistant Manager <br />indicated that unless the Council takes the affirmative action <br />to appoint then the appointment remains with the Mayor. Mr. Haws <br />indicated he felt that in order to follow the democratic process <br />and to avoid favoritism and elitism, the procedure of using citizen <br />interest forms and an interviewing process would be best. Mr. <br />Delay indicated, again, that he felt this was an immediate problem. <br />This is an important Commission and has to have consistency and <br />continuity in functioning and it was necessary to have representa- <br />tives at the next Commission meeting. He felt it would be best to <br />appoint a person who has shown interest, for instance Mr. Westling, <br />and one Council member, and then use citizen interest forms for the <br />third appointment. Mr. Lieuallen indicated that perhaps Mr. Westling <br />and two City Council members could serve in the interim, and he also <br />indicated that he felt there should be some term of office inserted <br />in the contract.
