Items from Mayor and Council <br />A. Cone/Breeden Annexation/Zoning Proposal--Mr. Delay wondered <br />if this upcoming annexation/rezoning public hearing would be <br />quasi-judicial in nature. Mr. Saul explained that, since <br />the two were combined, the hearing will be quasi-judicial <br />in nature and pre-hearing contacts must be declared by Council <br />members. Mr. Haws said that, since this is the first time a <br />large annexation request has come before this Council, he would <br />like staff to provide Council with information on factors <br />to consider in hearing the request. He also favors hearing the <br />two issues separately. Mr. Saul explained that a l7-page staff <br />report to be provided the Council should contain all necessary <br />factors to be considered, but that staff would review it to see <br />if any supplementary material is needed. Jim Bernhard, planning <br />commissioner, said the Planning Commission felt that potential <br />uses of the property gave a basis for the annexation request <br />and that the matters should therefore be considered together. <br /> <br />B. Bike Lane Obstructions--Mr. Delay reported that he has recently <br />noticed a tendency for service vehicles and post office <br />vehicles to use bike lanes for parking while making deliveries. <br /> <br />C. Assessment Subcommittee--Mr. Hamel reported that the Assessment <br />Subcommittee has finished a part of its work. As there is <br />much yet to be done, the subcommittee would like to continue to <br />meet until a projected completion date of June at the latest. <br /> <br />D. Tri-Agency Animal Control Report--Mr. Obie referred to a <br />letter Council received from a Mr. Jeff Sherman. Mr. Sherman <br />strongly encourages that the Tri-Agency Animal Control Authority <br />establish a low-cost spay/neuter clinic. Additionally, he <br />recommended elimination of the decompression chamber method for <br />destruction of unwanted animals. <br /> <br />It was understood staff or Mr. Bradley would respond <br />back to Council in two weeks on the two suggestions. <br /> <br />E. Legislative Subcommittee Meeting Time--Mr. Obie mentioned <br />that the meeting times of the Legislative Subcommittee and <br />the Joint Housing Committee conflict and he wondered if the <br />Legislative Subcommittee might select a new time to meet. <br /> <br />It was understood that staff would check with Legislative <br />Liaison Paget Engen for other convenient times to meet. <br /> <br />107 <br /> <br />2/14/77 - 31 <br />
