<br />e <br /> <br />Mayor Keller expressed the thought that, for purposes of <br />balance, it might be in the best interests if the Mayor <br />were to appoint one member. <br /> <br />In answer to a question on length of terms, Al Wright, L-CaG, <br />said that bylaws currently being drafted, which will be <br />referred to Council, will include a system of staggering <br />terms. <br /> <br />Mr. abie moved to amend the motion, seconded by Mr. <br />Williams, to remove the appointment by Council of <br />Mr. Keller and Mrs. Smith and leave those appointments <br />to the mayor. <br /> <br />Mr. Lieuallen expressed his opposition to that idea. <br /> <br />Mr. abie felt it practical that the mayor should make the <br />elected official appointment and that the Council should make <br />the public appointments. Mr. Williams noted that, since the <br />mayor is the only city-wide elected official, it seemed <br />appropriate that he should make one of the appointments to <br />a regional commission. <br /> <br />Vote was taken on the amendment which carried, Council <br />members abie, Williams, Smith, and Hamel voting aye, and <br />Council members Haws, Delay, and Lieuallen voting no. <br /> <br />e <br /> <br />Mr. Delay moved to amend the motion, seconded by Mr. <br />Lieuallen, to delete the name of Pat Hocken and in- <br />clude the name of Ray Bradley. Vote was taken on the <br />amendment which failed, Council members Delay, Lieuallen, <br />and Haws voting aye, and Council members Smith, Williams, <br />abie, and Hamel voting no. <br /> <br />Vote was taken on the main motion which carried, all <br />Council members voting aye except Mr. Delay voting no. <br /> <br />Mayor Keller appointed himsel f to fill the "elec ted official" <br />slot, with Mrs. Smith as alternate. Regarding whether the <br />Council needed to confirm Mayoral appointments, Assistant City <br />Manager noted that it has been the practice in the past to have <br />the mayor simply advise the Council of appointments for purposes <br />of public record. <br /> <br />e <br /> <br />Mr. abie moved, seconded by Mr. Hamel that, in regard <br />to the appointments to the Metropolitan Wastewater <br />Management Commission, the "elected official" appointment <br />be made by the Mayor, who would be respons ib Ie for' ad- <br />vising the City Council of that appointment, and that <br />the two public appointments be made by the City Council <br />as a whole.
