<br />. <br /> <br />III-A-4 <br /> <br />I. Metropolitan Wastewater Management Commission Appointments <br />At the request of Councilman Bradley, this item was segregated <br />for separate discussion. <br /> <br />(Make note that the no smoking policy of the Council was violated.) <br /> <br />Mr. Bradley indicated concern over the Councilor Mayor making <br />decisions of appointments. He said it was a matter of decentral- <br />izing as opposed to centralizing the process. He felt the Council <br />should make decisions on elected officials for this particular <br />commission. <br /> <br />Mr. Bradley moved, seconded by Mr. Lieuallen, that the City <br />Council of Eugene appoint the elected officials, Mayor Keller, <br />with Ms. Smith as an alternate, to serve on the Metropolitan <br />Wastewater Commission. <br /> <br />Mr. Bradley indicated that the eouncil was making a decision for <br />appointment to a very important body and was not delegating that <br />decision to any other person. Mr. Lieuallen said it was the con- <br />sensus of the Council at the Committee-of-the-Whole, February 9, <br />that Mayor Keller should remain on the eommission. He said it was <br />the process of appointment that was in question. ~ <br /> <br />Vote was taken on the motion which failed, with Obie, Williams, <br />Hamel, and Smith voting no; Haws, Bradley, Delay, and <br />lieuallen voting yes. Mayor, Keller voted no to break the tie. <br /> <br />Mr. Bradley went on to say that the community has asked for citizens <br />to submit applications for various boards and commissions in the <br />past and he wondered if an interim appointment of Mr. Westling <br />and Ms. Hocken to the first of June might be in order, and ask citizens <br />for interest forms for the third member of the commission. The <br />City Council could then use the appointment selection method to <br />fill the permanent position. Therefore, it does not lock out <br />citizen interest in serving on this commission. <br /> <br />Mr. Bradley moved, seconded by Mr. Delay, that Pat Hocken and Mark <br />Westling be appointed on an interim basis to June 1, 1977 as members <br />to the Metropolitan Wastewater Management Commission, that the <br />eity Council ask for citizen interest forms for the City Council <br />to select the third member of the eommission. <br /> <br />2/14/77 -- 34 <br /> <br />- <br /> <br />1\0 <br /> <br />, , <br />
