<br />. <br /> <br />that the original contract was to provide service to one side of <br />the street but that after award of the contract it was decided <br />to extend service to the other side of the street; therefore, the <br />service charge is higher than the original estimate. <br /> <br />Diane DeRoos of 187 Cross Place spoke questioning why she was <br />charged a service charge when her property was not connected to <br />the sewer as were some of the properties on the street. Mrs. Arthur <br />Lindstrom of 174 Cross Place, Jess Taylor of 122 Cross Place, Martha <br />Smith of 148 Cross Place, and Ruth Metzger of 147 Cross Place spoke <br />regarding the high cost of the sewer and the poor condition the <br />street was left in after the construction. <br /> <br />e <br /> <br />Mr. Teitzel responded to Mrs. DeRoos' question by explaining that it <br />is not the normal practice of the city to hook private lines into <br />the main sewer line, but that in this project some of the properties <br />were connected because their old connections were destroyed during <br />construction. He further explained that Mrs. DeRoos' private line <br />was not disturbed and therefore not connected. Mr. Teitzel explained <br />that the increase in assessment costs over that quoted was all in <br />the service line cost (originally quoted at $386 and a final cost <br />of $498). He explained that the cost was originally figured on the <br />service being extended to one side of the street only. When services <br />were extended to the opposite side, it increased the length of ser- <br />vices and thus everyone's cost for service. He stated that to <br />equalize costs, it is city policy to charge all service lines the <br />same cost regardless of what side of the street they are on. <br /> <br />Mr. Teitzel stated it is not city policy to maintain or repair streets <br />which do not meet certain city standards as was the case with Cross <br />Place, however, the contractor is required to repair any damage <br />directly attributable to the construction activity. Mr. Teitzel ex- <br />plained that the contractor would have to make repairs before the city <br />accepts the project. <br /> <br />Recommendation: Levy assessments as proposed with a directive to the <br />Public Works Department to investigate the condition <br />of the street and explore what kind of things might <br />be done to restore the street to a minimum condition. <br /> <br />L. C.B. 133l--Levying assessments for sanitary sewer--North Polk Street <br />from Polk Court to 800 feet north (76-70--1256) <br /> <br />Request to be heard was received from Lloyd R. Jackson of 440 North <br />Polk Street. Mr. Teitzel explained that this project was authorized <br />by Council action to eliminate the remaining four properties connected <br />to the old Polk Street outfall, which is being converted to a storm <br />sewer.
