He <br />said that the Council should attempt to moderate economic via- <br />bility of the city. He stated he felt the city should be looking <br />for clean, nonpolluting industries in the area. He felt that <br />to deny new industry, and at the same time lose industrial base, <br />will damage the people living in this area now and their children <br />in the future. Mr. Lieuallen stated he had no problem with the <br />M-1 portion of the proposal zone, but he is still not convinced <br />of the need for the extensive housing. <br /> <br />III-B-6 <br /> <br />\ Mr. Lieuallen moved, seconded by Mr. Bradley, to postpone <br />the issue of annexation until the March 14 Council meeting. <br /> <br />.- <br /> <br />Mayor Keller said he felt it was highly inappropriate to post- <br />pone this action. He indicated it was a tough decision to be <br />made, but that all information available had been presented to <br />the Council by the Pl anning ColTl11ission, that the Pl anning Com- <br />mission had voted 6:0 to annex the area, and that the Council <br />would have to face the issues and go ahead with them. He said <br />he felt the main issue was planning for future growth, and that <br />people were saying Eugene should be different, and then the <br />Council does not make it different. He said the Council should <br />take the lead and be innovative. He said that there were indi- <br />cations in the Planning Notes that these issues had been addressed, <br />and he felt the Council should encourage nonpolluting industries <br />in Eugene. He said he felt it was a grave error for the Council <br />to postpone decision at this time as the issues are there and the <br />Council has the burden to make those decisions. He said the hard <br />facts of life and livability are at issue, and the Council should <br />be prepared to attain livability in Eugene. He said stalemate is <br />not the answer. He said good controlled growth with innovative <br />planning will create job and economic opportunities for the citi- <br />zens of Eu gene. <br /> <br />Mr. Bradley again reiterated he wished to postpone. He asked <br />how a good decision could be made without actual capital outlay <br />costs and the cost to the taxpayers, the effects of growth, and <br />the need for the update of the 1990 Plan and what it's going to <br />say. Mr. L i eua 11 en said he di sagreed wi th the Mayor on the Pl an- <br />ning Commission Notes, that he had heard more questions raised <br />than answers given and felt it was reasonable to postpone. Mr. <br />Delay indicated he was also in favor of postponing. <br /> <br />Vote was taken on the motion to postpone, which failed, with <br />Delay, Bradley, and Lieuallen voting aye, and Hamel, Haws, <br />Obie, and .Williams, voting no, and 9nith abstafning <br /> <br />,--. <br /> <br />Mr. Haws said that he would like, in the future, for annexations <br />of this size to have the cost available to the people.
