Mr. Jim Bernhard, <br />Planning Commission, stated that this request for rezoning with <br />PUO attachments to control development of the property and to keep <br />it in a land bank property for a feasible period of time was being <br />requested by the Pl anning Commission. <br /> <br />jt <br /> <br />No ex parte contacts or reasons for conflicts of interest were <br />declared by Council members, with the exception of Council person <br />smith, who said she would abstain from discussion and voting on <br />this issue. Pl anning Commission Staff Notes and minutes of <br />February 1, 1977 were received as part of this record by ref- <br />erence thereto. <br /> <br />Pub1 ic Hearing was opened. <br /> <br />Mr. Bradley moved to postpone to the March 14 Council meeting <br />the issue of zoning. <br /> <br />Mayor Keller indicated it was inappropriate for a motion to be <br />made in the public hearing. Mr. Long, of the City Attorney's <br />office, said the Chair could make a ruling and would stand unless <br />Council members wished otherwise. <br /> <br />Mr. Bradley moved to override the Mayor's decision. Motion <br />died for lack of a second. <br /> <br />. <br /> <br />Thomas C. Moreland, 460 2nd Avenue East, testified as to the ration- <br />ale for the location of the zones. The M-l zoning of 120 acres <br />would be located at Belt1ine at its intersection with Coburg Road. <br />He said it was felt this was the most desirable situation for the <br />industry, and would offer buffer from the Beltline area. The C-1 <br />zoning would be located at the intersection of Coburg and Crescent <br />and would be a route anticipated for a residential development. <br />R-1 zoning would be the balance of the area, with six acres ex- <br />cluded for a park in the development.
