He said <br />there was no need to rush into a decision, but that more industrial <br />and commercial and housing locations should be developed within the <br />city of Eugene. He also wanted to wait and see if the annexation <br />would be approved by the Boundary Commission. Mr. Delay said that <br />he did not believe there was a case made for a need for rezoning to <br />C-1 and R-1. He would agree to allowing for the M-1 rezoning, and <br />hold off on the others for more information. <br /> <br />Vote was taken on the motion, which passed with Council members <br />Bradley and Delay voting no; Haws, Hamel, Williams, Lieuallen, <br />and Qbie voting yes, and Smith abstaining. Lacking unanimous <br />consent, the matter was set over for second reading to March 14. <br /> <br />E. Code Pmendment re: Downtown Developemnt District--amending Sections <br />3.700, 3.705, and 3.720; adding Sections 3.730, 3.735, 3.740, and <br />3,745; and declaring an emergency <br /> <br />Manager indicated that at the January 24 meeting there had been <br />some objection to the proposed amendment from the banks. He said <br />in the ensuing two weeks, meetings had been held with the banks, <br />savings and loan associations, and other consumer financing insti- <br />tutions in the city. A compromise amendment had been worked out <br />and approved by all three institutions. The ordinance as it now <br />reads will now provide for a quarterly tax which will apply to <br />five-tenths of one percent of time deposits and one and three- <br />fourths percent of demand deposits; resulting in annual rates <br />of two percent and seven percent, respectively. Estimated annual <br />revenue is $20,400 from banks and $13,800 from savings and loans, <br />for a total of $34,200. <br /> <br />Public hearing was opened. <br /> <br />Navarre Davis, 3556 Black Oak Road, indicated as Chairman of the <br />Downtown Development Board, the Board was in complete support of <br />the adoption of the ordinance as it now reads. He said the rates <br />had been adjusted to reflect demand deposits for all three insti- <br />tutions and would urge adoption because the groups have publicly <br />recognized their responsibility to support parking programs; and <br />the Downtown Development Board is responsive to the concerns and <br />has made the compromises outlined in the amendment. <br /> <br />Public hearing was closed, with no further testimony being <br />presented. <br /> <br />C.B. 1319--amending code re: Downtown Development District; <br />amending Sections 3.700, 3.705, and 3.720; adding <br />Sections 3.730,3.735.3.740, and 3.745; and <br />declaring an emergency was read by number and title <br />only, there being no Council member present re- <br />questing that it be read in full. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, that the bill be read <br />the second time by Council number only, with unanimous consent <br /> <br />2/28/77 --19 <br /> <br />155 <br />
