<br />Mr. Lieuallen moved, seconded by Mr. Hamel to separate <br />the annexation and rezoning issues on the Cone/Breeden <br />property for Council discussion as two separate items <br />at the February 28 Council meeting. Motion carried <br />unanimously. <br /> <br />k. Executive Session--Manager indicated at Executive Session <br />held February 16 at 11 a.m., two items of discussion were <br />presented: acquisition of certain property in the Bethel- <br />Danebo area, and a suit and litigation process with the Shade <br />Oaks development area. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel that the City <br />Manager and staff be authorized to acquire the l2-acre <br />Lassen Bros. property in the Bethel-Danebo area for park <br />purposes and, if necessary, exercise right of eminent <br />domain. Motion carried unanimously. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel that the Manager <br />and staff be authorized to negotiate with Shade Oaks <br />representatives regarding a water extension contract <br />with conditions most favorable to the city rather than <br />continue litigation. Motion carried unanimously. <br /> <br />1. Special Council Meeting--Manager reminded Council members <br />and those in attendance that a special Council meeting had <br />been called for February 21, 1977 at 7:30 p.m. in the Council <br />Chambers to consider the Community Development Fund Appli- <br />cation 1977-78. <br /> <br />m. Room Tax Subcommittee Report--Manager explained that at the <br />Room Tax Subcommittee meeting February 10 recommendation <br />was made to enlarge the subcommittee's membership and to <br />proceed with adopting goals and procedures to facilitate <br />processing of applications; to create a new subcommittee <br />of the Budget Committee to adopt goals and guidelines for <br />future processing of applications for room tax funds. It <br />would recommend such goals and guidelines to the Council <br />and recommend allocations to the Budget Committee. The <br />enlarged Subcommittee initially would include the present <br />Council Subcommittee, all members of the present Room Tax <br />Allocation Committee, and two members from the Budget Com- <br />mittee. He said there will be an ordinance prepared for <br />official formation of the subcommittee and outlining the <br />goals and guidelines. <br /> <br />Discussion was held concerning appointments. Mr. Bradley <br />asked who would appoint to the committee, to which Mayor <br />Keller replied, "The mayor makes the appointments." Ms. <br />Smith quoted the by-laws stating that the mayor makes the <br />appointments to the Room Tax Committee and indicated she <br />felt the Council should get on with the business before it <br />and not debate the matter of appointments.
