Report from EWEB <br />Mr. Tiffany, a representative from EWEB introduced himself, <br />stating that EWEB is starting a campaign to conserve power and <br />water and would appreciate the support of the City Council in <br />EWEB's ,attempts to conserve power and water. He said it would <br />be very helpful as the year progresses, as the critical time <br />wil1 be late summer and early fall. EWEB should have enough <br />water for domestic service within the City as the flow in the <br />McKenzie River seems to be considerable, but they may not be <br />able to pump all of the water out of the McKenzie River that <br />will be needed. He asked the City Council as the City govern- <br />ment to help EWEB in determining ways to conserve power. He <br />said, "Please go easy on electricity, turn down the hot water <br />heater, turn down thermostats, and keep lights from burning <br />when not necessary." He said it is very unlikely there will <br />be enough snowpack the remainder of this spring to see the city <br />through next winter. Mr. Lieuallen asked if perhaps a brochure <br />or article could be printed in the paper giving specific ways <br />for conserving power and water. Mr. Tiffany replied the task <br />force at EWEB will be distributing printed materials. Manager <br />said that in three or four weeks, a detailed plan for electricity <br />and water conservation in the city departments will be distri- <br />buted and that the city will be working with EWEB in dealing <br />with consumption in various areas in the city. Mr. Obie asked, <br />in the event of an emergency, who is responsible for preparing <br />an emergency plan? Mr. Tiffany replied it would be EWEB's <br />responsibility. <br /> <br />IV. Proposed Sale of City-owned Removable Houses <br />828, 850, and 868 West Broadway and 515 River Road. Manager <br />explained that the sale of this property would conform to the <br />Charter and the City Code. Mr. Lieuallen asked if there would <br />be a requirement attached to the sale that the homes be maintained <br />as housing. Mr. Paul Osborn said they would be sold under con- <br />tract as rehabilitation housing. Mr. Haws asked why the houses <br />were going to be sold. Mr. Osborn replied that in accordance <br />with the 1977-78 Block Grant plans, which call for development <br />of Monroe Park. These houses need to be removed. Community <br />Development funds in the amount of $189,000 have been set aside <br />for the development. Also, the Greenway regulations permit <br />occupancy of 515 River Road. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to authorize sale of <br />the above-mentioned homes.
