<br />. <br /> <br />minor home-repair programs; minor home and yard maintenance, <br />both cleanup and pickup, primarily aimed for the elderly; <br />small business structure rehabilitation; historic preser- <br />vation; social services, including day-care programs and <br />neighborhood outreach workers; open space and parks develop- <br />ment; streets and urban beautification; community development <br />planning; architectural barrier removal, and program admini- <br />stration. Mr. Kupper continued that the elements of the <br />urban renewal portions of the Application were to continue <br />urban renewal programs in Eugene and would include admini- <br />stration costs, real estate distribution and acquisition, <br />tax assessments and maintenance of property owned, site <br />clearance, site improvements, and relocation activities. <br />Manager said that these items would be considered at a pub- <br />lic hearing with the official action to take place at the <br />special Council meeting on Monday, February 21. <br /> <br />.- <br /> <br />Mr. abie expressed concern regarding the large portion of <br />budgeted monies for administration, saying that he felt per- <br />haps the budget should be reviewed as he would like to see <br />more of the money being spent in the community. Mr. Kupper <br />indicated that the review of these budgeted monies would go <br />through the Budget Committee. Mr. abie asked staff to prepare <br />the rationale or alternatives for budgeting the administrative <br />costs and wondered if there were other resources in the com- <br />munity which could be used to administer some of the work <br />being proposed. He said he felt that the staff was a very <br />responsible, competent, and quality staff, but questioned <br />whether the amount of $568,000 to administer one year's <br />funds was necessary. Mr. Lieuallen replied that he also <br />felt the staff was of very high quality, very responsible, <br />and hard working and indicated that in federal programs where <br />a loan application process is required for every 10an appli- <br />cation approved, staff time has to be spent on perhaps four <br />more applications that were not approved. He indicated he <br />felt confident that the rehabilitation program was wel1 worth <br />the expenditure. Manager replied to Mr. abie that the answers <br />to his questions should be determined at the hearing of the <br />budget review process at the departmental level where he <br />felt this would be the best time to go into those kinds of <br />concerns. Mr. Lieuallen indicated that one bright spot in <br />the use of these rehabilitation monies could be seen in his <br />own neighborhood, where there are a number of senior citizens, <br />and how much they have appreciated the minor home and yard <br />maintenance. <br /> <br />File <br /> <br />IV. Proposed Revisions in City's Water Policy <br />Memo and resolution distributed to Council.
