<br />. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel to authorize the <br />expenditure. Motion carried unanimously. <br /> <br />Approve <br /> <br />e <br /> <br />x. Consideration of Referral of Panhandle Policy Issues to Planning <br />Commission for Further Study <br />Letter distributed to Council. Mr. Saul asked the Council not <br />to refer to the Planning Commission the Panhandle Policy for <br />further consideration and not to open at this time the Policy <br />for further consideration. He said that the Policy had been <br />recently reviewed and established. In December, 1975, notifi- <br />cation had been sent to the neighborhood organizations that <br />the Policy was going to be considered. In March, 1976, a <br />public hearing was held. In response to that public hearing, <br />a proposal was drafted containing changes requested and this <br />proposal was again sent to all neighborhood groups. Staff met <br />with the neighborhood groups and the Planning Commission held <br />another public hearing in April, 1976, at which time the Willa- <br />kenzie Neighborhood Association stated its opposition to the <br />proposal, the same reasons as stated in the letter received by <br />Council. However, the Planning Commission did recommend the <br />Policy as stated. Council considered the Policy in a meeting <br />in May, 1976 and also received a copy of a letter from the Willa- <br />kenzie Neighborhood Association. In May, the Council approved and <br />adopted the Panhandle Policy as recommended by the Planning Com- <br />mission. Mr. Saul further explained that to date 139 applica- <br />tions had been received for minor partitions and, of these, 38 <br />were approved for panhandle lots with only one appeal to date. <br />He said he felt an extensive review of the Policy at this time <br />was not necessary, citing having only one appeal out of 139 pe- <br />titions. He reiterated he would request the Council not to refer <br />the matter back to the Planning Commission, citing time pressures, <br />problems, the recent consideration of the Policy, and the fact <br />that there are other major policies coming up in the next few <br />months for the Planning Commission to be considering. <br /> <br />Council took no action on referring the Panhandle PoI icy <br />to the Planning Commission, therefore, the Policy stands. <br /> <br />Affirm <br /> <br />There was a request by Dr. Glen Purdy, 2490 Lariat Meadows Drive, <br />soeaking for Adolph Sandin, 2425 Lariat Meadows Drive; William Kirk- <br />patrick, 2230 Sandy Drive; indicating that they wished for Item II-A-10 <br />on the Panhandle Policy to be segregated for discussion, asking for <br />postponement on action of that item to the Council's March 14 meeting <br />when the appeal will be considered. <br /> <br />e <br /> <br />2/28/77--31 <br /> <br />1~7 <br />
