Oregon League of Cities Workshop in Cottage Grove, March 12-- <br />Mr. Delay indicated he wishes to attend; Mr. Li.euallen indicat- <br />ed he might attend. <br /> <br />B. County Commissioners Reorganization Issue--Mr. Bradley express- <br />ed a concern over the reorganization proceedings with the <br />County Commissioners at present and wondered if it would be <br />appropriate for the City Council to take a public stand <br />regarding the reorganization. He indicated the City does make <br />up 65 percent of the population of the County. Mr. Obie said <br />he felt this was a critical issue relative to the relationship <br />between the City and the County governments. He said he felt <br />that Commissioner Rust was sincere in his request for input. <br />He indicated that the cities of Lowell and Oakridge have spoken <br />and acknowledged the Commissioner's right to set up guidelines <br />for reorganization, requesting them to do so in a manner with <br />good judgment, etc. He said he felt it appropriate for the <br />Council to address the issue and make a decision. Ms. Smith <br />indicated a concern over the reorganization plan. She said the <br />credibility of the City and the County were both at stake. She <br />supported a decision by the Council to make a statement about <br />its concerns and asked staff to comment in order to guide the <br />Council in its decision. <br /> <br />'- <br /> <br />Manager said that preliminary discussions had been held among <br />the staff and it was decided not to proceed any further. He <br />said it was very difficult to determine what was going on, and <br />that the staff concerns should focus on working relationships <br />with the staff of the County. He indicated that a statement <br />could be presented to the City Council outlining the areas of <br />general concern and need for effective working relationships <br />with the County. Mr. Delay said he felt this was an excellent <br />idea and said this was an area where the City Council should <br />and could take a position. He also indicated that he felt the <br />issue problem had been blown out of proportion. He said <br />Commissioner Rust was, to his way of thinking, right in trying <br />to work towards organization as established by the original <br />charter and he found no problem with that. Ms. Smith asked if <br />it would be appropriate for the Councilor the'City staff to <br />attend the hearing and express its desires and concerns.
