<br />Ms. Smith questioned whether the additional funding will actually . <br />come through. Manager replied that the January funds were received <br />on schedule and they expected the April and July funds to come <br />through on schedule. Ms. Smith replied that the Budget Committee <br />felt it was best not to allocate funds unless those funds were <br />certain. <br /> <br />'- <br /> <br />Mr. Bradley asked whether in assessing these priorities thought <br />had been given to the 1976-77 budget priority items. Manager <br />replied yes. Mr. Martin also replied that they were trying to <br />find ways to spend the money to avoid laying off people next <br />year. Mr. Bradley then asked whether buying equipment or hiring <br />people would be in the best interest of the Act. Mr. Martin <br />replied that situation could be looked at from two sides, that <br />you could stimulate business by buying equipment which would <br />allow more people to have jobs. <br /> <br />Mayor Keller, indicating the May 23 deadline, asked if it might <br />be appropriate to carry the discussion on to next Wednesday's <br />meeting. Mr. Martin said that by next Wednesday the staff was <br />going to begin to act on the Council's decision. He again re- <br />iterated the fact that all departments are now currently working <br />on budgets and that the impact of these priority fundings would <br />have an impact on the budgets. They would have to know within <br />another week and a half what the Council's decision would be. <br />Mr. Delay asked if it would be possible to make a motion to con- <br />sider action on items on which the Council agreed and then to <br />discuss further items on which the Council disagreed. <br /> <br />e <br /> <br />Mr. Bradley indicated that he felt a policy issue was at stake. <br />If he were an employee working on the labor force for the City, <br />he would rather work an extra year and get laid off, than get laid <br />off and have the City purchase equipment. Mr. Martin replied that <br />a more basic policy was involved--whether the City becomes dependent <br />on federal funding for its operations. He said the City was trying <br />to avoid doing that. <br /> <br />Mr. Delay moved, seconded by Mr. Obie, to approve items <br />two, four, and five at this time with Council discussion <br />at the March 2 Committee-of-the-Whole meeting on all other <br />i terns next week. <br /> <br />Mr. Bradley expressed his concern over the process saying he would <br />like to see the Council support a policy decision: Either support <br />the total package as being consistent with City policy and vote on <br />it as a total package or reject the total package, or change the <br />policy. Mr. Delay responded that he felt City Council's responsi- <br />bility on most issues was to make a choice and make' some decisions <br />and make some compromises.
