<br />. <br /> <br />VII. <br /> <br />- <br /> <br />consensus on items so that those departments affected could be <br />working on their budgets. <br /> <br />Vote was taken on the motion, which passed with all members <br />present voting aye, except Mr. Bradley voting no. <br /> <br />Manager indicated that it was his understanding that all other <br />items would be discussed at next Wednesday's meeting and the <br />departments could start work on their budgets accordingly. <br /> <br />Referral of Systems Development Charge Proposals of Assessment <br />Subcommittee to interested groups for review (memo and ordinance <br />distributed to Council) <br /> <br />Approve <br /> <br />Manager indicated that this was a draft proposal which would estab- <br />lish a development charge for: 1) arterial street system, 2) sani- <br />tary trunk sewers; and 3) major storm drainage facilities. The charge <br />would be levied on all new building construction within the City to <br />offset some of the demand placed on the City for financing major <br />facilities. Manager indicated that written proposals would be back <br />from the group some time in March and then the revised proposals <br />would be presented before a pUblic hearing with groups, including <br />the Planning Commission and Housing Committee, Home Builder's <br />Association, Chamber of Commerce, realtors, neighborhood groups, <br />and others to testify at the public hearing. Hopefully, the discuss- <br />ions and hearings would conclude in May. Mayor Keller indicated <br />this process had been in development for quite some time and that <br />action should be referred to those people with adequate time to <br />respond back. Mr. Delay questioned whether consideration had been <br />given to other important services provided by this city, for instance <br />fire and police. Manager responded yes, those items had been dis- <br />cussed, but it was decided that this was an initial effort in a step <br />toward assessment charges and the proposed suggestion for an ordi- <br />nance change was modeled on the experience of other cities. Mr. <br />Allen, Public Works Director, stated that the intent of these <br />proposed changes would be to develop a source of revenue for city- <br />wide projects, that it did not support specific projects, but rather <br />city-wide projects. <br /> <br />Mr. Haws moved, seconded by Ms. Smith, that the <br />proposed suggestions and proposed ordinance be <br />passed on to the people concerned and their <br />suggestions be returned by the end of March. <br />Motion carried unanimously. <br /> <br />Approve <br /> <br />VIII. Status report on Phase I Eugene Growth Management Study <br />(Presented by Planning Staff) <br /> <br />Mr. Jim Farah of the Neighborhood Improvement Project in the Plan- <br />ning Department reviewed a memo distributed to Council. He indicat- <br />ed that under the Growth Management Study Phase 1 would produce a <br />descriptive analysis of growth in Eugene, including a discussion to <br />date of the urban service boundary on new residential construction <br /> <br />~ <br /> <br />181 <br /> <br />2/28/77--45 <br />
