Area north of Beltline Road and east of Coburg Road <br />(Cone-Breeden) (A 76-13) <br />Manager indicated that the annexation of this area had been <br />recommended unanimously by the Planning Commission at its <br />February 1, 1977 meeting. Jim Bernhard, Planning Commission <br />Chairman, said that the annexation criteria discussed by <br />the Planning Commission in regard to this piece of property <br />were: it was within the projected urban service boundary; <br />it was contiguous to the present city limits; it could be <br />served with urban services; there was a shortage of park <br />lands in the area; mass transit is available; it includes <br />improvement of traffic concerns and would allow for orderly <br />traffic solution; it could utilize large vacant land for <br />specialized projects and orderly development; the General <br />Plan would allow for an opportunity of an area developed for <br />PUD and light industry; there is limited employment oppor- <br />tunity in the area; it would provide an opportunity to coor- <br />dinate, plan, and review a large parcel of land over time, <br />with control. In response to. plans and policies and general <br />guidelines adopted by the city, he said the Planning Com- <br />mission had recommended 6:0 for annexation and the property <br />included 390 acres. <br /> <br />e <br /> <br />No ex parte contacts or reasons for conflicts of interest were <br />declared by Council members, other than by Councilwoman Smith, <br />who indicated she would abstain from discussion and voting on <br />this item. Moreland, 460 2nd Avenue East, spoke as an <br />architect in representing the legal interest of the applicant. <br />He indicated Data General Corporation does not have any legal <br />interest in the property, that they had received from the <br />property owners an offer to negotiate long before the Plan- <br />ning Commission's hearing.
