Mr. Saul replied that the City has <br />adopted both policies and there is nothing saying which policy <br />takes preeminence over the other. He said both policies are <br />important to maintain a livable environment for the community, <br />that is what the guidelines and goals are all about. He said <br />it is necessary to have a committment to the inner city, but <br />also to have a liberal annexation policy to property on the <br />fringe areas of the city. He said it is not possible to segre- <br />gate one policy, there is a need to exercise a balance of both, <br />and to keep the balance of both in order. <br /> <br />1-8-1 <br /> <br />Resolution No. 2632--Forwarding to Boundary Commission recom- <br />mendation for annexation of property east of Spring Avenue, <br />north of Central Boulevard, was read by number and title. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br />Roll call vote. Area along north side of Skyline Loop, east of Barber Drive <br />(Rutledge) (A 76-16) <br />Manager-indicated this annexation had been recommended by the <br />PlanninQ Commission at its meeting of January 24, 1977, and the <br />request is for annexation of a parcel consisting of approximately <br />.72 acres. Mr. Jim Saul, Planning Department, indicated that <br />the parcel to be annexed is in the projected urban service area, <br />that it is contiguous with the existing city limits, and the <br />Planning Commission had recommended approval. The intent of the <br />annexation would be to develop the area with single-family <br />residences. <br /> <br />e <br /> <br />-. <br /> <br />Public Hearing was opened. <br /> <br />Ruth Cope1y, 590 East 40th Avenue, said she was speaking as a <br />representative of Mr. Rutledge, and as buyer of the property. <br />The plan would be to build a single-family house and they wished <br />to have city services for that dwelling, and indicated they would <br />appreciate favorable action by the City Council. <br /> <br />Public hearing was closed, there being no further testimony <br />presented. <br /> <br />Resolution No. 2633--Forwarding to Boundary Commission recommendation <br />for annexation of property along the north side of Skyline Loop, <br />north of Barber Drive, was read by number and title. <br /> <br />- <br /> <br />Mr. Lieua1len asked in the continuing discussion of the policy <br />of annexation, if this development will necessitate street im- <br />provement and storm sewers in that area.
