<br />Com 3/2/77 <br />File <br /> <br />Com 3/2/77 <br />Approve <br /> <br />Jane Van Boskirk, 318 West 20th, said that much of their plan- <br />ning has had to take place in advance. She said their group <br />has definitely enhanced the livability in Eugene as far as <br />bringing in outside artists. <br /> <br />.- <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to accept the report <br />of the Subcommittee and, specifically, the contents of the <br />February 25 memo. <br /> <br />On behalf of the Summer Festival, Mr. H. Royce Saltzman said <br />their group will begin its eighth summer of bringing outstanding <br />artists to Eugene from various parts of the United States. Most <br />of their work is also done in advance, he said. Some bookings <br />have to be made as much as one year in advance. He said that, <br />since tentative approval was given the group in December, signing <br />contracts is now going to pose a difficulty if approval is delayed. <br />The ironic part of it is that this time they had planned to do a <br />Portland concert and draw people to Eugene who would stay here <br />and help the whole area of motel tax. <br /> <br />Mayor Keller noted that the reason for the delay is that, as of <br />January 1, the state has created a totally different process <br />than what the city is accustomed to in signing contracts with <br />agencies for services. There is a question, too, of legal pro- <br />cesses involved. He said the Council is trying to handle the <br />process as quickly as possible and hopes to have it well developed <br />by July 1. Disposition of the funds is being held until that ~ <br />is accomplished, and it could take place before July 1. ,., <br /> <br />Mr. Bradley wondered about the possibility of having the Budget <br />Committee consider the total dollar amount of allocations tenta- <br />tively approved in December. Assistant Manager said that the <br />difficulty is that, with public contracts, certain processes are <br />mandated that cannot be corrected by a mere shifting of funds. <br />The issue the Committee is trying to resolve is what the process <br />will be. Manager added, too, that the Committee will first con- <br />sider the applications which have already had tentative approval, <br />but no commitments can be made as yet. <br /> <br />Vote was taken on the motion, which carried unanimously. <br /> <br />I. Meeting Time--Legislative Subcommittee and Room Tax Subcommittee-- <br />Because Mayor Keller will be testifying on revenue sharing in <br />Salem on March 10 at 4 p.m., the next Room Tax Subcommittee meet- <br />ing will be held at noon on-March 10 and the Legislative Sub- <br />committee meeting will be held at 2 p.m. the same day. <br /> <br />II.
