<br />There has been some flak over the smoking issue in light of the <br />city's stand on field burning, and Mr. Haws wondered if it would be <br />appropriate to write to the legislature saying the city is standing <br />by its present policy on no smoking at Council meetings. <br /> <br />. <br /> <br />It was understood that such a letter would be written by <br />staff for Mayor Keller's signature. <br /> <br />Com 3/2/77 <br />Approve <br /> <br />XI. Resolution in Submitting Written Materials to Council <br />Proposed resolution has been distributed to Council members. It sug- <br />gests that any written material in support of or in opposition to <br />matters to be heard at a public hearing be submitted to the City <br />Manager's office no later than noon on the Friday preceeding the week <br />of Council consideration with sufficient copies provided to enable <br />distribution to Councilors and other interested persons. It further <br />suggests that failure to submit any written material within the time <br />specified may result in the material not being considered. <br /> <br />If a document were given to Council members at a Monday night meet- <br />ing and made a part of the record but not considered by Council, and <br />if that document contained enough material to sway a decision, Mr. <br />Williams wondered if Council might later be reversed for not having <br />considered the material. Ms. Benjamin said that, if the material <br />is not considered but made a part of the record, in light of the <br />proposed resolution Council would be in a safe position. She said <br />Council does not have to consider everything that is "part of the <br />record". <br /> <br />'e <br /> <br />Mr. Bradley said he was philosophically opposed to that idea, that <br />material should be considered, and that a matter might best be post- <br />poned if Council members do not have time to go over the material. <br /> <br />Mr. abie left the meeting. <br /> <br />Mr. Delay said he was in favor of the proposed policy, feeling that <br />public hearing notices could include the time limit for submitting <br />materials to the Council. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br /> <br />Mr. Lieuallen said he did not want to feel obligated to read something <br />at the meeting. Ms. Smith felt that neighborhood organizations should <br />be included among those to receive the resolution. <br /> <br />Vote was taken on the motion which carried, all Council members <br />present voting aye, except Mr. Bradley voting no. <br /> <br />e <br /> <br />"-~ If <br /> <br />3/14/77 - 28 <br />
