He noted to Council members that the Council <br />will again have more opportunities for input. <br /> <br />Ms. Smith asked about the communication process with the <br />neighborhood groups in this particular project, indicating <br />that several editorials in neighborhood newspapers had shown <br />they were not in support of the project. Mr. Reinhard replied <br />that the staff had been appearing with neighborhood groups <br />to talk over the existing project. <br /> <br />Mr. Lieuallen asked how the Lane Transit District feels <br />about the project. Mr. Dave Rynerson of LTD replied there <br />was a great concern on the part of LTD for providing better <br />connections along the proposed route and that LTD was <br />interested in the future route connecting with southwest <br />Eugene. Some proposed additional elements had been suggested <br />to: 1) include bus turnouts; 2) include offstreet turn- <br />arounds for the buses in the future; 3) include additional <br />bike parking facilities; and 4) include better transit infor- <br />mation siting and shelters. He noted that street congestion <br />in the area is a problem blocking the efficient use of the bus <br />system and, in fact, that LTD had been trying to avoid this <br />particular intersection for quite some time, and was very <br />much in favor of elimination of congestion in the area. <br /> <br />Mr. Lieuallen asked if in this proposed project there would <br />be money for bike parking and shelters. Mr. Allen replied <br />that under the money appropriated in this particular job <br />there are no such specific elements in the contract bid. He <br />said it was not the intent of this project to solve every <br />problem under this contract, that there will be staged <br />solutions as the project progresses. Mr. Rynerson, of LTD, <br />said that federal funding in the amount of $50,000 has <br />been requested for use for bus turnouts and bike facilities. <br /> <br />Ms. Smith asked what was the primary reason for proceeding with <br />this project at this time. Mr. Allen replied that the federal <br />funding schedule is very tight, and there was no further data <br />anticipated out of the ESATS Update to take into account. <br /> <br />Mr. Hamel noted the 29th and Willamette Street improvement <br />had been successful and asked the reason for that improve- <br />ment.
