Consideration of Library Ordinance in Conformance with New <br />Charter--Ordinance distributed to Council. <br />Manager indicated that under the new Charter, taking effect <br />April l, it is necessary to have a Library ordinance to make <br />actions of the Library Board legitimate. He said there was an <br />agreement on all portions with the Library Board except the <br />appointment of the Librarian. Mr. Long had appeared before the <br />Board and explained that the proposed ordinance was worded to <br />conform with the Charter. He indicated the ordinance should be <br />introduced, if possible, March 14, 1977. <br /> <br />Com 3/9/77 <br />Pub Hrg <br /> <br />X. Proposal for Rate Increase in Waiting Charge for Taxis-- <br />Memo distributed to Council <br />Manager reviewed memorandum from the Director of Finance to <br />Council. The request was made by Dial-a-Cab Company for an in- <br />crease in waiting charge from $6 to $12 an hour and use of that <br />charge for traffic delay time. Manager said staff indicated that <br />this was an excessive increase, and recommended increase from $6 to <br />$8 per hour. <br /> <br />e <br /> <br />Discussion was held on the issue concerning who should pay for <br />the taxi fare when stalled in traffic, either from mileage rate <br />or a tack-on charge, or when an individual makes a cab wait. <br />Assistant Manager said that the question was whether to charge <br />those who create the cost or assess to all users by adjusting the <br />mileage rate. Finance Director indicated that this proposal concerns <br />the time involved when a cab is called and asked to wait at the <br />door or used to deliver. He said the traffic delay time would be <br />charged when stalled by a train, traffic tie-ups, or accidents. It <br />was staff's feeling that there was not enough traffic in Eugene to <br />require a traffic delay time charge. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to schedule <br />a public hearing March 28, 1977. Motion carried <br />unanimously. <br /> <br />Com 3/9/77 <br />File <br /> <br />XI. Report on City Services Electrical and Water Conservation <br />Programs--Report distributed to Council <br />Mr. Johnson, of EWEB, gave a status report on the need for conser- <br />vation, indicating there had been a change because of the rain and <br />higher river flow. He commended the City for its conservation <br />efforts and urged those to continue. <br /> <br />Mr. Greg Page, City Manager's office, reviewed the memorandum <br />distributed to Council, indicating it was merely information to <br />show the steps being taken to conserve energy and water. He said <br />there would be every effort to try to maintain a program to reduce <br />consumption and cost. <br /> <br />A question was asked concerning the University of Oregon not <br />using 40 percent of its heat generated and wondering if this <br />could be used by the City and why it should be wasted. <br /> <br />e <br /> <br />:1.35 <br /> <br />3/14/77 - 39 <br />
