<br />Mr. Bradley then moved to place the issue on the general election
<br />ballot of 1978. The motion died for lack of a second.

<br />on a ballot June 28, 1977, and regardless of the outcome, place
<br />the issue on the November 1978 ballot.

<br />taken on the motion which carried with Obie, Haws,
<br />Bradley, and Smith voting yes; Lieuallen, Hamel, Williams,
<br />and Delay voting no; and Mayor Keller voting yes to break the
<br />tie. Mayor Keller noted the reason for his vote was to give
<br />both sides an opportunity to vote on the issue.

<br />be affirmed and filed as amended. Roll call vote. Motion
<br />carried unanimously.

<br />Manager noted that council bills 1438 and 1439 had been discussed at
<br />the Council meeting March 28, that these two ordinances were necessary
<br />to conform to the new charter which took effect April 1.

<br />C.B. 1438--Concerning sidewalk improvements: Amending Sections 7.243,
<br />7.244, 7.248, and 7.250; repealing Sections 7.245, 7.246,
<br />7.247,7.249,7.255,7.260, and 7.265; adding Sections
<br />7.152,7.154,7.155,7.157, and 7.158; and declaring an
<br />emergency was read by council bill number and title only,
<br />there being no Council member present requesting that it
<br />be read in full.
