<br />. <br /> <br />Mr. Hamel moved, seconded by Mr. Williams, that the bill be <br />approved and given final passage. Rollcall vote. All Council <br />members present voting aye, the bill was declared passed and <br />numbered 17967. <br /> <br />T-A-S <br /> <br />3. Located west of Pearl Street and north of 4th Avenue East. from <br />M-2 to RG (Evergreen Union Retirement Association (Z 77-6) <br />Manager noted the Planning Commission had recommended this <br />zone change at its March 1, 1977 meeting. Gary Chenkin said the entire area <br />with a present building occupying .88 acre and 2.48 acres zoned <br />M-2. The land was presently vacant. He said it would be used <br />specifically for housing for the elderly. The request for <br />rezoning to R-4 was for a high-density multi-family unit. <br />At the Planning Commission's hearing, the recommendation was <br />made to zone to RG. He noted this zoning would require a <br />conditional use permit approval. <br /> <br />No ex parte contacts or conflicts of interest were declared <br />by Council members. Planning Commission Staff Notes and <br />minutes of March 1, 1977 were received as part of the record. <br /> <br />Public hearing was opened. <br /> <br />e <br /> <br />Martha Filer, 235 East 3rd Avenue, had attended the Planning Com- <br />mission hearing at which time there had been a request by residents <br />of the area for site review with this zone change. The residents <br />would very much like to see some insurance that the changes would be <br />compatible to the neighborhood. The residents were not against <br />the number of units requested. but would like assurance that the <br />number would be about what the developer said they would be and the <br />development would be placed where the developer indicated. She <br />requested site review be attached to this zone change. <br /> <br />Dick Danielson, architect and representative for Evergreen. said <br />the owners had no objection to site review procedures being attached <br />to the zone change. They anticipated building a 20-25 unit low-level <br />structure. He said he was available for answering questions by <br />Council. <br /> <br />Public hearing was closed, there being no further testimony presented. <br /> <br />C.B. 1460--Rezoning from M-2 to RG property located west of Pearl Street <br />and north of 4th Avenue East was read by counci 1 bi 11 number <br />and title only, there being no Council member present re- <br />questing that it be read in full. <br /> <br />e <br /> <br />Mr. Hamel moved, seconded by Mr. Williams, that findings sup- <br />porting the rezoning as set out in Planning Commission Staff <br />Notes and minutes of March 1. 1977 be adopted by reference <br />thereto; that the bill be read the second time by council bill <br />number only, with unanimous consent of the Council; and that <br />enactment be considered at this time. <br /> <br />4/25/77 --5 <br /> <br />3:J.,.!J.. <br />
