<br />Mr. Obie stated he felt very uncomfortable with a proposal <br />that did not allow citizens to have access to the elected officials <br />as it relates to procedures that affect the citizens in various .~ <br />neighborhoods. He felt the off-site impact'of a PUD development in <br />an area a very subjective judgement, and the citizens who were <br />affected should have the right to appeal those decisions to their <br />elected officials. <br /> <br />Mr. Obie moved, seconded by Mr. Delay, to amend the motion to <br />direct staff to come back with an alternative proposal that <br />requires the Planning Commission to hold the diagrammatic hearings <br />of Phase I and provide for an appeal to the City Council. <br /> <br />Mr. Delay said he recognized the Planning Commission was overworked, but <br />if it were going to give part of its processing away to free time <br />for other areas, then he felt the Planning Commission should look to <br />minor areas rather than a major area such as the PUD. He also felt <br />the citizens should have recourse of appeal to their elected officials, <br />noting the subjective judgement in diagrammatic phase and the off-site <br />impact. He also felt it would be better for that particular phase of <br />the PUD development to be heard by several people rather than just one <br />person. <br /> <br />Ms. Smith noted her opposition to splitting the various stages, saying <br />she felt they were interrelated and should be kept with one agency. <br />She felt it would be more difficult and time consuming if they were <br />split and thus opposed the amendment. <br /> <br />Vote was taken on the amendment which carried with Obie, Delay, 4It. <br />Haws, Lieuallen, and Hamel voting aye; Williams and Smith voting <br />no. <br /> <br />1-B-1 G. Contract Bid Award: Parks and Recreation, for Kennedy Bike Path. <br /> <br />Manager noted the following formal bids were received by the Parks <br />Department and opened April 29, 1977: <br /> <br />Eugene Sand and Gravel <br />Wildish Sand and Gravel <br />Benge Paving <br />Office Estimate <br /> <br />$11,457.75 <br />10,473.15 <br />10,261,10 <br />11,690.00 <br /> <br />Staff recommended that the low bid be awarded to Benge Paving. <br />Public hearing was opened with no testimony held. <br /> <br />Mr. Haws moved, seconded by Mr Hamel, to award the contract to <br />the low bidder, Benge Paving.
