<br />III. <br /> <br />Com 4/27/77 <br />Approve <br /> <br />Historic Review Board Fiscal Assistance Recommendations--Report <br />distributed to Council. Manager noted the report from the Historic <br />Review Board recommends the allocation of financial assistance funds <br />to seven historic landmarks. The funds were approved as a room tax <br />allocation for the Fiscal Year 1975-76 and are the unused portion <br />of that allocatioR They are not affected <br />by the current discussion of long-range goals and future allocations <br />of room tax funds. Manager noted that the expenditures fall within <br />the exception to public contracting ordinance found in Code Section <br />2859(f). <br /> <br />. <br /> <br />Gary Chenkin, Planning Department, reported that $30,000 had <br />been allocated for the 1975-76 year for the Historic Review <br />Board; there had been only three applications at the time, <br />spending $10,500 of the $30,000. The ordinances require the <br />Historic Review Board assess needs and pass to the City <br />Council its recommendations for final authorization by them. <br />He continued there are now 14 historic homes in the area and <br />seven require money this year. The Board used the following <br />criteria in considering the requests: 1) work should be vital <br />to the structural well being of the landmark; 2) restoration <br />should enhance the historic value of the landmark; and 3) work <br />must be done in careful and craftsmanlike manner. The Board <br />spent a considerble length of time reviewing these requests <br />and determining the seven presented to Council. He said the <br />top priority was whether the structure was in imminent danger. <br /> <br />Mr. Lieuallan expressed a concern regarding the future of the <br />whole program. He asked whether there were enough possibilities <br />for historic preservation at this level of funding which <br />would be required in the future. Mr. Chenkin replied there <br />are many possibilities in the community and the possiblity <br />of zoning into historic districts exists to preserve clusters <br />of buildings. Money may not be available from the private <br />sector and one question the Historic Review Board must address <br />is to determine where the money will come from. <br /> <br />. <br /> <br />Mr. Obie asked what the policy had been regarding the hold- <br />over of room tax funds. Manager replied that appropriations <br />were made to different groups and if the money was not spent <br />or totally appropriated it was held over for the following <br />year's allocations. Mr. Martin said groups were notified of <br />availability of funds but if they did not enter into an agree- <br />ment for the money it was held over. He said there were no <br />legal problems under the contract code provisions. <br /> <br />Mr. Keller asked if groups receiving funding would ask for <br />additional funding next year and how priorities would be set. <br />Mr. Chenkin replied groups would probably be coming back as <br />funding was not adequate for all work needed. He said the <br />Historic Review Board is going to address the problem of how <br />to handle groups who have received funds in the past and <br />the differences between residential and commercial requests <br />for historic preservation. <br /> <br />. <br /> <br />3~9 <br /> <br />5/9/77--14 <br />
