Mr. <br />Chenkin replied that the allocation of funds was done only <br />upon completion of the work, and that the work was thoroughly <br />inspected to make sure it met the criteria set by the Historic <br />Review Board. <br /> <br />Mr. Hamel moved seconded by Mr. Williams to accept <br />the 1975-76 Historic Review Board fiscal assistance <br />recommendation. Motion carried unanimously. <br /> <br />V. Skyline Park Property--Memo and map distributed to Council. <br />Manager noted this gift of approximately 3.5 acres from Skyline <br />Park Water Company via Nature Conservancy and resulted from the <br />dissolution of the water district in the area. <br /> <br />Mr. Hamel moved seconded by Mr. Willaims to accept <br />and approve the gift and express appreciation. Motion <br />carried unanimously. <br /> <br />~ousing and Community Development Committee--Memo distributed to <br />Council. Manager noted that the Housing and Community Development <br />Commission at its April 5 meeting made the following recommendation <br />to the City Council: That the City Council approve recommendation <br />of a task force to disband the Housing and Community Development <br />Commission and take the necessary steps to reorganize the Commission <br />into two separate committees--accept the Housing and Community <br />Commissions recommendation for a seven member Community Development <br />Committee and five member Joint Housing Committee. <br />Charles Kupper, HCC, explained this decision had been under <br />discussion for quite some time as a result of the shared <br />concern in the duplication of effort and responsibilities. <br />The finding of the task force was that the Joint Housing <br />Committee and the Community Development Committee functions <br />could be separated very clearly into two separate committees. <br />He noted there had been a difference of opinion regarding <br />membership on the committees, that a suggestion had been <br />made that the twelve member committee be split up into two <br />committees with six members each. However it was determined <br />that the Community Development Committee would be dealing <br />with large sums of money and therefore the decision was <br />made to make it a seven-member committee and the other five <br />members to be on the Joint Housing Committee. He noted the <br />group was asking Council approval for code revisions and <br />authority for the change. <br /> <br />Mr. Greg Lipton noted the concept was a very good idea and he <br />requested the lines of responsibility be very well spelled out. <br /> <br />Mr. Williams asked Mr. Delay to speak to the issue of the split <br />of the five-seven members on the two committees. Mr. Delay said <br />he had no strong feelings either way and was inclined to support <br />the recommendation. Mr. Obie expressed a concern regarding the <br />committee makeup and noted a legitimate question as to whether <br />a Council member should be a member of either committee. Mr. <br />Delay replied he felt it was very important for the City Council <br />to be represented in order to report back to Council in an in- <br />depth manner with background information. <br /> <br />310 <br /> <br />5/9/77--15 <br />
