<br />VI. <br />Com 4/27/77 <br />Approve <br /> <br />Adrienne Lannom, Planning Commission, noted a concern for the <br />public representation of having only three individuals making <br />important decisions. Mr. Williams expressed a concern of the <br />two different sizes of membership of the two different commit- <br />tees and Mr. Kupper concurred with Mr. Williams. He said the <br />membership issue was discussed in regard to who was entitled <br />to representation, the feeling being that there should be one <br />Council and one Planning Commission member as the only two <br />permanent members of the Commission and the rest being from <br />the public. He noted reasons for the decision of the seven- <br />five split were that the Community Development Committee would <br />be handling more money and the issues of the CDC were still in <br />insipient stages. <br /> <br />e <br /> <br />Mr. Delay moved seconded by Mr. Hamel to approve the <br />recommendations to develop the appropriate ordinances <br />and resolutions for Council approval. <br /> <br />Mr. Wiliiams moved to amend the motion seconded by <br />Mr. Hamel that the Community Development Committee <br />contain only six members and then five as originally <br />recommended. <br /> <br />Mr. Lieuallen, Mr. Delay and Mr. Bradley all expressed opposi- <br />tion to the amendment citing reason of the need for broader <br />citizen participation, the dealing with large amounts of money, <br />the need for diversity of opinion from citizens groups, and <br />the deletion of elite groups making these decisions. <br /> <br />e <br /> <br />Vote was taken on the amendment to the motion which <br />carried with Hamel, Smith, Williams, and Obie voting <br />yes; Lieuallen, Delay, and Bradley voting no. <br /> <br />Vote was taken on the main motion which passed with <br />Hamel, Smith, Williams, Obie, and Lieuallen voting <br />yes; Bradley and Delay voting no. <br /> <br />Sewer service and annexation position paper--Memo <br />and draft distributed to Council. Manager noted that the pos1t10n <br />paper was intended to reaffirm the City's current policy requiring <br />annexation prior to the provision of sewer service to individual <br />parcels with some modification in terms of allowing for phasing in <br />annexation by groups of parcels and allowing for phasing in of both <br />service levels and tax rates. He said this came about as a result <br />of the work being pursued by the Metropolitan Waste Management <br />Commission which is concerned with the County Service District as <br />related to financing and operation of regional aspects of the over- <br />all system. He said the local collection component of the overall <br />system would have to be addressed and resolved particularly by <br />Eugene and Springfield. The position paper was prepared in the <br />format usuable by both Springfield and Eugene and hopefully it <br />would be a joint position paper. <br /> <br />- <br /> <br />311 <br /> <br />5/9/77--16 <br />
