Tri-Agency Dog Control Authority--First annual report distri- <br />buted to Council. Assistant Manager noted that this was a good <br />summary of what was hoped for and what had been accomplished <br />during the first year. He noted that the service by the Tri- <br />Agency Authority had been much improved, and the complaint level <br />had greatly dropped. <br /> <br />Mr. Bradley noted that the Tri-Agency was attempting to estab <br />lish two new programs: 1) a low-cost spay/neutering program; <br />and 2) the use of a drug for euthanasia rather than the decom- <br />pression chamber. River Road/Santa Clara Sewer Problem--Assistant Manager noted <br />the request for this item on the agenda had come as a result <br />of the City's policy statement concerning annexation of areas <br />outside the City with regard to the proposed metropolitan sewer <br />system. <br /> <br />Mr. Russ Bevans said he was attending the Committee-of-the- <br />Whole meeting at the request of the Lane County Commissioners, <br />who had asked an ad hoc committee member to ask the City Council <br />some questions regarding the City's recent policy statement <br />on the sewers and annexation of areas outside the City. He <br />noted that Commissioner Weinstein was very upset by the recent <br />policy statement from the Council and had made a motion to <br />remove Lane County from the Metropolitan Waste Water Management <br />Commission. He said there were two questions the Lane County <br />Commissioners wished answered before a vote was taken on the <br />motion: 1) "Will you, as a City, allow a vote of the people in <br />the River Road and/or Santa Clara area before annexing, barring <br />a health hazard, would occur and would you honor that vote?" <br />2) "If the vote of the population is to accept the sewer <br /> <br />e <br /> <br />378 <br /> <br />5/9/77 --23 <br />
