Included in those <br />options would be an agreement to the legitimacy of the Lane <br />County Commissioners and City officials exploring other alter- <br />natives. He felt the City should be an active participant and <br />be able to reflect on any alternatives that might be proposed. <br />His concern was the citizens of that area might wrongfully feel <br />they have no alternatives and he felt that was not the case; <br />they should be aware that alternatives are being explored. An- <br />other concern was the question of who would pay for the increasing <br />costs of the municipal services. If the benefiting citizens were <br />the ones to pay the cost, he wondered if the Lane County Commis- <br />sioners would give all the proportionate revenues back to the <br />City should an alternative be found. He felt that there should <br />be a fair distribution of that type of subsidy. Based on calcu- <br />lations he had done, he noted that the metropolitan area loses <br />approximately $550,000 in state revenues because that area is not <br />part of the city. He reiterated that he would like to see Lane <br />County and the area residents outside Eugene able to pursue alter <br />natives with Eugene city officials active participants in those <br />pursuits. He did not want to present a hard-line stance, but <br />felt the Council should agree to take a look at other alterna- <br />tives. <br /> <br />. <br /> <br />Mr. Haws moved seconded by Mr. Hamel to authorize <br />Assistant Manger to deliver the policy statement to the <br />Lane County Commissioners. <br /> <br />- <br /> <br />Ms. Smith noted a great deal of time and effort had gone into the <br />preparation of the policy statement to establish good communica- <br />tion. She hoped the answers would be acceptable to the Lane <br />County Commissioners and hoped that proceeding with the deli- <br />very of the sewer facilities to the citizens in the community <br />would be immediately pursued. <br /> <br />Vote was taken on the motion which carried unanimously. <br /> <br />B. Senate Bill 538 relating to open meeting laws~-Manager noted <br />this bill had just come to the attention of the City Attorney's <br />office and that it pertains to widespread changes in the open <br />meeting laws which would be of considerable consequence to the <br />Council.
