Manager replied that the <br />developer has the zoning clearances and is planning to proceed <br />with the development very quickly. <br /> <br />Mr. Lieuallen noted the conflicting two 1ssues involved were: <br />1) retaining view of the Butte; and 2) development of residen- <br />tial housing near the core of the city. He said after touring <br />the area he felt the two would be compatible even though the <br />development might somewhat change the view of the Butte. There <br />will be a trade-off in preserving the view of the Butte and <br />pursuing the policy of general residences near downtown Eugene. <br />He said he would not be in favor of stopping the development <br />at this point. <br /> <br />e <br /> <br />Mr. Delay expressed his primary concerns as being preserving <br />the historical value of the Shelton-McMurphy house, preserving <br />the view of the Butte, and maintaining a good appearance at a <br />main port of entry to Eugene. The plans seem to take into con- <br />sideration keeping a buffer between the Shelton-McMurphy house <br />and the new development; that the height of the new development <br />will not overshadow the view of the Butte; and that it would <br />be adding more residential options to the downtown area. He <br />did express concern of there being no site review procedures <br />attached to the development and requested Manager send a letter <br />to the developer expressing the concerns that the development <br />be done in a commendable way to preserve the value of the area. <br /> <br />Jim Saul, Planning Department, said under the current zoning <br />there would be no way to obligate the developers to a particu- <br />lar plan, but when the formal application for a building permit <br />is filed, the City Council will be informed as to the considered <br />development. The developer seemed sensitive to the concerns and <br />wanted to do a good job. <br /> <br />Mr. Delay moved seconded by Mr. Hamel to instruct Manager <br />to write a letter to the developer expressing the City's <br />concerns for maintaining the value of the property. Mo- <br />tion carried unanimously. <br /> <br />1-1,-3 <br /> <br />Public hearing was opened on Item I-C from May II, 1977, Committee-of- <br />the-Whole, Skinner Butte Development. <br /> <br />Dana Davis, JUJ Willamette Street, introduced Glenn Mason, Lane County <br />Museum, who gave a slide presentation of the historical development of the <br />Skinner Butte area. The purpose was to explain why the Historic Review <br />~oard was considerably interested in the preservation of the Skinner <br />Butte area. asking Council to be very considerate of the historical <br />preservation of that area. ~ <br /> <br />. <br /> <br />4-00 <br /> <br />5/23/77 --5 <br />
