HCC: Whi teaker Community Center constructi on (opened June 9, 1977) <br /> Tabulation attached. <br /> Bob Thomas, HCC, noted this project was for the construction of a <br /> community center in the Whiteaker neighborhood attached to the Whiteaker <br /> School. The project had been in the planning stage since last summer <br /> and there had been involvement with the Whiteaker neighborhood orga~i- <br /> zation for developing plans for construction. The operation would Come <br /> under the conditions of an agreement between the city and School Dis- <br /> trict 4-J. Staff recommended awarding the contract to the low bidder. <br /> Public hearing was held with no testimony being presented. <br /> Mr. Haws moved,.seconded by Mr. Hamel, to accept the low bid from - <br /> Powell Industrial Builders. Motion carried unanimously <br /> K. Administrative amendment of 1975-76 and 1976-77 CD Block Grant appli- <br /> cation and the Housing Assistance Plan <br /> BOb Thomas, HCC, noted the amendments reflected a number of individual <br /> actions already taken by HCDC throughout 1975-76 and 1976-77. These <br /> were merely housekeeping amendments and there were no new programs <br /> added or deleted. The contract allowed a number of revisions of <br /> program line items; when those reached 10 percent of the City allo- <br /> cation, Federal regulations required an amendment process. This was <br /> merely to confirm actions already taken by HCDC. <br /> Public hearing was held with no testimony being presented. <br /> Mr. Haws movea seconded by Mr. Hamel to accept and approve the <br /> amendments. Ordinances held for second reading <br /> The following bills heard the first time May 23, 1977, and referred to <br /> Assessment Panel for hearing June 6, 1~77, were brought back for second <br /> II-A-5 reading with Panel recommendation to levy assessments as proposed: <br /> Council Bill 14tl1--Levying assessments for paving and sidewalk on Royal <br /> Avenue from Louis Lane to 1,UUU feet west of Candlelight Drive was read <br /> by council bill number and title only, there being no Council member <br /> present requesting it be read in full. <br /> Mr. Haws moved seconded oy ~lr.
