He felt there ought to be a clear recom- <br /> mendation on priorities regarding requests funded and denied and "have that <br /> report back to City Council for further consideration. <br /> Assistant Manager felt the process should be a direct referral to the <br /> Joint Services Subcommittee with a firm date for a report back to City <br /> Council. City Council could then look at the report before determining <br /> whether monies would be available. This would give the Joint Social <br /> Services time to assess their priorities. He suggested a date of <br /> October 1. <br /> Mr. Delay moved, seconded by Mr. Lieuallen, to refer the proposed <br /> request to the Joint Social Services Committee, with a report back <br /> to City Council by August 17. <br /> Assistant Manager felt that time frame to be a little short, noting <br /> vacation schedul~s during the month of August. Anita Larson, Lane . <br /> County staff member to the Joint Social Services Committee, said the <br /> Springfield Budget Committee was again recommending its Council put <br /> $15,000 in the social services fund. However, consideration of <br /> distribution of these funds could not take place until the funds were <br /> actually received by Lane County. She felt if the funds were received, <br /> the committee could consider expenditure of them by the first week <br /> of September. <br /> Mr. Delay understood the funds might not be available, but he felt <br /> this was a very pressing problem, and the committee should be able <br /> to prepare a report for Council consideration of how Council could <br /> cooperate in furthering the establishment of such a program as soon <br /> as possible. <br /> Mr. Obie expressed concern regarding Council agenda items discussed with <br /> not much progress being made.
