She suggested Council could refer the proposal back to the Joint Budget Subcommittee and then it could be funded through the revenue-sharing process without setting up a special system. She . strongly urged Council not to fund the program and circumvent the existing process. Mr. Williams moved that the proposal be referred back to staff for determination of appropriate action under Joint Social Services funding. There was no second to the motion. Mr. Williams stated his reason for the motion was to prod JSS to do something about the problem. He felt there ought to be a clear recom- mendation on priorities regarding requests funded and denied and "have that report back to City Council for further consideration. Assistant Manager felt the process should be a direct referral to the Joint Services Subcommittee with a firm date for a report back to City Council. City Council could then look at the report before determining whether monies would be available. This would give the Joint Social Services time to assess their priorities. He suggested a date of October 1. Mr. Delay moved, seconded by Mr. Lieuallen, to refer the proposed request to the Joint Social Services Committee, with a report back to City Council by August 17. Assistant Manager felt that time frame to be a little short, noting vacation schedul~s during the month of August. Anita Larson, Lane . County staff member to the Joint Social Services Committee, said the Springfield Budget Committee was again recommending its Council put $15,000 in the social services fund. However, consideration of distribution of these funds could not take place until the funds were actually received by Lane County. She felt if the funds were received, the committee could consider expenditure of them by the first week of September. Mr. Delay understood the funds might not be available, but he felt this was a very pressing problem, and the committee should be able to prepare a report for Council consideration of how Council could cooperate in furthering the establishment of such a program as soon as possible. Mr. Obie expressed concern regarding Council agenda items discussed with not much progress being made. He said the people involved were saying August 17 would not be practical, and felt Council had better things to do than sit through another session regarding this item, with no possibility of final action.
